Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. The purpose of this Sources Sought announcement is for market research purposes to make appropriate acquisition decisions to define the acquisition strategy. It is neither a solicitation announcement nor a request for proposals or quotes. The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Any inquiries are to be made in writing by email to the point of contact, Christopher D. Vu, Contracting Officer. Responses to this notice shall be sent by email to christopher.vu2@va.gov by the due date and time of 05/03/2022 by 2:00 PM CT. Description of requirement and submittal requirements are below: Description: Government seeks contractor to supply blood, blood related products and services to the at the U.S. Department of Veterans Affairs (VA), Gulf Coast Veterans Health Care System (GCVHCS) located at 400 Veterans Avenue, Biloxi, MS 39531. Contractor shall provide all services to include all management, tools, supplies, equipment, labor, transportation, and applicable licenses and permits necessary to provide blood and blood products/services to GCVHCS. Period of performance will be a base of one (1) year with four (4) one (1) year options or may be an ordering period of five (5) years. Place of performance shall be at the contractor s facility with delivery of blood and blood products to GCVHCS. Requested Information: The Government requests capability statements and comments from interested businesses regarding the requirements described above. Responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead. Interested contractors are requested to respond at a minimum, the following information shall be provided: 1. Company Name; 2. Company Mailing Address; 3. Point(s) of Contact including telephone number(s) & email address(es); 4. Socio-Economic (i.e. Small/Large Business, HUBZone, Service Disabled Veteran Owned, 8(a), etc.) as it relates to NAICS Code 621991 ($35.0 Million). 5. Provide a summary of the type of services performed and experience as it relates to supplying blood, blood products and services. 6. Unique Entity ID (UEI) Number. 7. If you have an existing GSA or Federal Supply Schedule (FSS) contract please include the contract details in your response. 8. Any additional information and/or comments. Additional Requirements (Qualifications): 1a. Contractor must be currently registered and/or licensed with the Food and Drug Administration (FDA), Department of Health, Education and Welfare, pursuant to Section 510 of the Federal Food, Drug and Cosmetic Act, 21 U.S.C. Section 260. Continued registration and licensing are required throughout length of doing business with the Government. 2a. Contactor shall be capable of performing as a reference lab, 24 hours a day/365 day a year to the GCVHCS Blood Bank. 3a. Contractor shall have the capable of having licensed, as appropriate, in a state, Territory, or Commonwealth of the U.S. of the District of Columbia personnel assigned to provide the blood, blood products, and perform blood related services. 4a. Contractor shall be capable of providing two deliveries of requested blood and or blood products per day to GCVHCS. 5a. Contractor shall be capable to deliver to GCVHCS Blood Bank within 45 minutes when an Emergency blood and/or blood products request is made. Veterans First Contracting Program and the VA Rule of Two (Kingdomware v. United States) 38 U.S.C. 8127 - 8128: Service-disabled veteran owned small business (SDVOSB) or Veteran owned small business (VOSB) concern must be registered and verified in VA s Vendor Information Pages (VIP) database at www.vetbiz.va.gov to be eligible for award as a SDVOSB or VOSB if/when a solicitation is issued for this requirement as a SDVOSB or VOSB set aside. Responses will be shared with government personnel, but otherwise will be held in strict confidence. Contractors submitting comments may also request to discuss their comments directly with the government at the discretion of the Contracting Officer. Please note that if no responses to this notice are received from either a qualified and or capable contractor that is authorized, licensed, or registered to supply blood, blood products, and services, then this action will be sole sourced to the incumbent (The Blood Center) contractor and this notice will be used as the notice of intent to sole source.
