- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and the Office of Marine and Aviation Operation (OMAO), using the procedures set forth in FAR 13, intends to negotiate on a sole source basis with Sound Propeller Systems, LLC located at 29 E. Marine View Dr. #B Everett, WA 98201 for a firm-fixed price contract for the repair of Renk propulsion motor bearing shells for the NOAA Ship Reuben Lasker. Sound Propeller Systems is the only known business that meets the requirements as the Original Equipment Manufacturer for this requirement. The following will be procured for this requirement. The Renk propulsion motor bearings are custom manufactured for the NOAA Fisheries Research Vessels (FRV). �A resent bearing failure on the NOAA Ship Reuben Lasker has damaged the bearings and they require reconditioning. The contractor shall recondition the bearings via re-babbitting and associated machining. Repaired bearings shall be returned to original condition to include proper dimensions. Upon reconditioning, the bearings shall be installed into the bearing housing. Contractor shall purchase and install new oil wiper components that were removed from the spare bearing housing. Upon completion of the work the assembled bearings will be shrink wrapped and shipped to the designated location. The associated NAICS code is 332991 Ball and Roller Bearing Manufacturing. **This notice of intent is not a request for competitive quotes and no solicitation package is available. However, if any interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. Information received will be considered solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� Evidence must provide the ability to complete the required services.� The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.� Capability statements and related materials must be e-mailed to Contract Specialist Shawn Griscom at Shawn.Griscom@noaa.gov by 4:00 PM EST on May 7, 2022.
