- NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE (SCHEDULE CONTRACTOR) The Office of Personnel Management�s (OPM), Facilities, Security and Emergency Management (FSEM) group intends to issue a Firm Fixed-Price Task Order to a single source, Siemens Industry, Inc under the authority of (FAR) 8.405-6 (b), Items peculiar to one manufacturer, on or about June 1, 2022. The justification for the use of this authority is, for proprietary reasons, that Siemens Industry is the only known authorized company to provide maintenance, repair, upgrade and technical support of the Siemens Desigo Building Automation System (BAS). The Desigo BAS uses proprietary parts that are only available as factory warranted replacement or upgrade parts from Siemens. Likewise, the BAS software is also proprietary to Siemens. The Beltsville, Maryland office of Siemens is the sole provider of these parts; and the only factory trained labor to install/repair the parts serving the Washington DC area. There are no authorized resellers for factory service and parts. As a result of the market research, it was concluded that only Siemens is capable of meeting the government�s requirements. The market research also demonstrated that the government�s requirement cannot be met through authorized resellers or subsidiaries. The period of performance (P.O.P.) shall be from June 1, 2022 � May 31, 2023. Four (4) one-year option periods are anticipated that would extend the P.O.P. through May 31, 2027. PSC: J049 NAICS: 561210 Size Standard: $41.5 million Project Title: Building Automation Systems (BAS) Preventive Maintenance, Repair, Upgrade and Technical Support Services Supplier name: Siemens Industry, Inc Brief Description of Requirement.: The Office of Personnel Management�s (OPM), Facilities, Security and Emergency Management (FSEM) group manages a broad array of OPM's key day-to-day programs. The programs under FSEM include: Building Operations (BO), Facilities Management (FM), Emergency Actions (EA), Security Services (SecSvc), and Personnel Security (PS). Specifically, Building Operations is responsible for the Building Automation System (BAS) in OPM, which consists of both equipment and software. In support of this mission, BO requires the services of a contractor to provide maintenance, repair, upgrade and technical support of the Siemens Desigo BAS located in the OPM headquarters Theodore Roosevelt Building (TRB) located at 1900 E Street, NW, Washington DC 20415. The BAS operates the TRB's extensive mechanical and electrical systems. These systems control the starting, stopping and operational adjustments necessary to provide a comfortable and safe environment within the TRB on a daily basis. Specifically, the contractor shall provide: Software and application updates as available for the Siemens Desigo BAS system: The awarded contractor shall provide software and documentation updates to the existing Siemens Desigo software as it becomes available. Provide onsite training and familiarization with the new features and their associated benefits. Business protection and recovery services: The awarded contractor shall perform scheduled database backups of the data and graphics, the system server, and all field panels. This backup should be kept secure and available to reload the database and systems to restore OPM�s operation as soon as possible in the event of catastrophe or system failure. Control loop analysis and optimization: The awarded contractor shall provide onsite and offsite services to ensure control loops for devices such as but not limited to valves, actuators, dampers and variable frequency drives (VFD�s) experience minimized overshooting and oscillatory behavior thus maintaining a more comfortable and lower energy consuming building and equipment. On site preventative maintenance (PM), repair and troubleshooting services: The awarded contractor shall provide technicians with at least 4 years of experience working on Siemens Desigo control systems to include programming, troubleshooting and repair. The technicians must be able to pass a background investigation to receive an OPM badge to access the building. Application and technology consulting: The awarded contractor shall review applicable building control technologies the current onsite HVAC control system and provide suggestions, new technologies, or enhancements/upgrades to insure energy savings and optimal control. Also provide recommendations on applications, sensors, points, panels, or software needed to improve building operations and performance. Provide a written report of the assessment when completed. On-line troubleshooting: The awarded contractor shall provide 24-hour support of system, software, troubleshooting and diagnostics by remote technologies to provide emergency service and reduce down time of the Siemens Desigo BAS system. Operator coaching and training: The awarded contractor shall provide individual coaching to review and reinforce skills needed to operate the Siemens Desigo BAS system as well as providing 16 hours of onsite training annually on the system and specific control applications at the OPM facility. Repair and replacement services: The awarded contractor shall provide materials, management, and labor to repair and or replace failed or worn components to maintain the system in peak operating conditions. The Contractor shall provide Siemens Desigo BAS services to include the replacement, repair, and service of all BAS system equipment, throughout the OPM headquarters building. Upgrade of system hardware The awarded contractor shall provide materials, labor and management to repair and or replace failed or worn components to maintain the system in peak operating conditions Emergency response The awarded contractor shall provide twenty-four (24) hour help via telephone (voice) to assist OPM with system problems and to provide software consultation on issues for which OPM has received training.
