- The Centers for Disease Control and Prevention, Office of the Chief Information Officer, 1600 Clifton Road, Atlanta, GA 30222, hereby announces its intent to issue a sole source modification in accordance with FAR 6.302-1, Only One Source, to Perspecta Enterprise Solutions LLC, 15050 Conference Center Drive, Chantilly, VA 20151-3857, to allow for support of serverless applications on the Data Center Managed Service Migration (DCMSM) � Managed Service Provider (MSP) Task Order. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" Perspecta is the incumbent contractor on CDC�s DCMSM-MSP task order, which was issued under NIH�s NITAAC CIO-SP3 contract vehicle. When the task order was competed in July 2020, serverless applications were not prevalent throughout CDC. Over time however, serverless applications have become increasingly more common throughout the agency and the current structure of the DCMSM-MSP contract line item numbers (CLINs) did not permit for support of these applications, since CLINs were tied to servers per month units. A modification was necessary to add additional CLINs to permit for the support of serverless applications. As a result of the modification, no new value was created on the award. As CDC�s incumbent contractor supporting CDC�s cloud hosted applications, grouping serverless and server-based applications continues to make sense for CDC�s long term strategic goals and competing a new requirement for only serverless applications would create additional administrative hurdles. When the DCMSM-MSP requirement is available for re-competition, serverless and server-based application support requirements will be available for all competing vendors to respond to during competition. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 30 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement in the future. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement in the future.
