- M67854-22-I-2037 Notice of Intent to Sole Source Secure Communications Controller (SCC) The Marine Corps Systems Command intends to negotiate and award a new contract on a sole source basis, in accordance with FAR 6.302-1, with the incumbent, Trident Systems Inc., 6 Loudon Road, Suite 307, Concord, New Hampshire 03301. The Marine Corps Systems Command requires additional SCC systems to fulfill the Approved Acquisition Objective. This is not a new requirement; this is a follow-on to contract M67854-16-C-6580 for the continued production of SCCs from the Original Equipment Manufacturer, Trident Systems Inc.. The requirement is summarized below. �� As a voice only radio gateway, the hand-held SCC shall: Encompass and extend a common voice architecture amongst mission partners by bridging the various operating frequencies and waveforms of Marine Corps, Joint, Coalition, Non-Governmental Organizations and host nation (e.g. local police, first responders, etc.) radio frequency communications devices allowing this direct radio-to-radio voice interoperability amongst mission partners; Weigh less than 5 pounds; Be less than 40 cubic inches in volume; and Be powered with a wall power supply, a single 5590 battery, or with eight L91 (or alkaline) AA batteries. The SCC shall be compliant with the following Military Standard (MIL-STD) for Testing: MIL-STD-810G Change 1 for dismounted operations; MIL-STD-461G; MIL-STD-464C; MIL-STD-1275E; and MIL-STD18E (objective). The Government anticipates award of a firm fixed price contract. The proposed acquisition will be awarded to Trident Systems, Inc. pursuant to 10 USC 2304(c)(1), as implemented by FAR 6.302-1. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. This is not a request for capability statements or competitive quotes. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice.
