Description
COMBINED SYNOPSIS/SOLICITATION FA4877-22-Q-A225 Intramural Sports Officials Davis-Monthan AFB, AZ. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number FA4877-22-Q-A225, Intramural Sports Officials (DMAFB) shall be used to reference any written quote provided under this RFQ. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04; Effective 30 January 2022. This solicitation has been set aside 100% for Small Business under NAICS Code 711219, with a small business size standard of $12,000,000. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of SAM registration will make an offeror ineligible for award. The purpose of this combined synopsis and solicitations for the purchase of intramural sports referees and umpires located at Davis-Monthan AFB. The government request quotes for the line items in Attachment 3 � Intramural Sports Pricing List. It is anticipated that an Indefinite-Delivery Indefinite-Quantity contract will result from this solicitation.� As such the number of games in�Attachment 3 � Intramural Sports Pricing List are only estimates per year and may vary based on the actual teams registered for the given season. *****Notice to Vendor(s)/Supplier(s): The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a vendor for any costs. ***** Provisions 52.212-1, Instructions to Offerors � Commercial and 52.212-2, Evaluation � Commercial Items, apply to this acquisition along with the listed addenda�s to the provisions. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. For offerors with a current registration in the System for Award Management (SAM) complete paragraph (b) of the provision and submit with the response to the RFQ. FAR clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (Jan 17), applies to this acquisition with the following Addendum:� Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government. Note:� The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items and selected clauses within the clause apply to this acquisition. 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018) �ADDENDUM To ensure timely and equitable evaluation of the quotation, the offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors must be currently registered in the System for Award Management (https://sam.gov) and agree to remain registered while performing services on Davis-Monthan AFB, NE. The offerors response shall consist of a: 1. Price quotation 2. Fill-In Clauses/Provisions 3. Amendments Pricing: Offerors shall provide pricing for all Line Items listed in Attachment 3 � Intramural Sports Pricing List. The extended amount for each Line Item must equal the unit price multiplied by the number of units. It is imperative the mathematical calculations are correct. Numeric rounding shall be limited to two decimal places. Offerors shall clearly state if any discount terms are offered. Fill-In Clauses/Provisions: Offerors are required to complete all clauses/provisions that require Fill-ins and submit them with their quote. Note: For 52.212-3, if the Offeror has completed the annual, representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. Only paragraph (b) of the provision is required. Amendments: Offerors must acknowledge all amendments to this solicitation (If Amendments are issued) Quotes Submissions: Quotes are due no later than, 9 May 2022, at 2:00 PM (Arizona Local Time). Offerors are responsible for verifying receipt of their quotes to this office before offer due date and time. Quotes will be emailed to: tyler.sapiens@us.af.mil and jeremy.dedmon@us.af.mil Note:� .zip files are not an acceptable format for the Air Force Network and will not go through our email system. All questions regarding this RFQ must be email to tyler.sapiens@us.af.mil and jeremy.dedmon@us.af.mil by 2 May 2022, at 1:00 PM (Arizona Local Time). All questions will be posted no later than 4 May 2022, at 10:00 AM (Arizona Local Time). The Government will not provide contract financing for this acquisition.� Upon award and satisfactory performance, payment will be through Wide Area Workflow. (End of Provision) 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) � ADDENDUM (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price; BASIS FOR CONTRACT AWARD: The responsible offeror which submits the lowest price that is determine to be fair and reasonable will be awarded the contract.� Past performance will be evaluated to assist in determining contractor responsibility in accordance with FAR 9.104-1. By submission of its offer, the offeror accedes to all solicitation requirements including: terms and conditions, representations and certifications, technical requirements, and the evaluation factors and subfactors contained herein. Failure to meet a requirement may result in an offer being determined unacceptable for award. The offeror must clearly identify any exception to the solicitation terms and conditions with accompanying rationale. The evaluation shall proceed as follows: 1. Price Evaluation � The Government will evaluate the offeror�s price quote for price completeness and reasonableness as described below. The total evaluated price calculated on Attachment 3 � Intramural Sports Pricing List will be used to determine the low quote. (a) Completeness � The offeror�s price quote will be evaluated for completeness by confirming the offeror has provided unit and total price for all CLINs. (b) Reasonableness - The offeror�s price will be evaluated for reasonableness through one or more of the methods specified in FAR 13.106-2 & 3.
