- UPDATE (4/27/22) - AMENDMENT A00001 The purpose of Amendment A00001 to RFQ No. 70T01022Q7668N001 is to provide a copy of the updated RFQ, provide responses to Quoter questions, incorporate a site visit, and extend the due date and time for the submission of quotes. The RFQ is amended to offer site visits on May 4, 2022 and May 5, 2022 at 2:00 PM local airport time. Attendance at the site visit is NOT MANDATORY. Prospective Quoters are permitted to send ONE representative. In order to attend a site visit, Prospective Quoters shall RSVP by sending an email to lorena.vargas@tsa.dhs.gov and michael.capovilla@tsa.dhs.gov no later than (NLT) 2:00 PM local Washington D.C. time on April 29, 2022. Prospective Quoters shall provide the following for their representative: First Name: Middle Name: Last Name: Other names used (Alias): Date of Birth: Place of Birth: City: State: Country: Company Name: Company Phone: Attendance on either May 4, 2022 or May 5, 2022 will be assigned based on order of RSVP receipt. The Government will confirm each Prospective Quoter�s attendance and the date for their site visit. The due date and time for the submission of quotes is extended to 2:00 PM local Washington DC time on May 10, 2022. Please see the attached amendment for further details.�Please note Attachment 2 - Quote Submission Form has been amended and must be used to submit your quote. COMBINED SYNOPSIS AND SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation for this contracting opportunity with TSA is detailed herein. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. This combined synopsis/solicitation, Request for Quote (RFQ) No. 70T01022Q7668N001, is to notify contractors that the government intends to issue one (1) Firm Fixed Price (FFP) purchase order for janitorial services in support of TSA occupied leased spaces at Bradley International Airport (BDL) in accordance with FAR Subpart 13.106, under the simplified acquisition procedures. This is procurement is set aside for eligible Service Disable Veteran Owned Small Businesses (SDVOSB).� The applicable NAICS code is 561720 Janitorial Services with a small business size standard of $19.5 million.�The Product Service Code (PSC) is anticipated to be S201 Housekeeping- Custodial Janitorial. Prospective Quoters are responsible for downloading the solicitation and any amendments. It is the Quoter�s responsibility to monitor SAM.gov for the release of any amendments to this solicitation. The Government intends to evaluate submittals and award a purchase order on initial submittals without exchanges, but reserves the right to enter into exchanges. A submittal in response to the RFQ must contain the Quoter�s best terms from price standpoint. The Government reserves the right to award one or no purchase order at all. Quoters are encouraged to submit their best and final quote. The Contracting Officer, prior to award will determine the prospective Contractor�s responsibility in accordance with FAR Part 9.1 �Responsible Prospective Contractors.� If the prospective Contractor is found not responsible the Contracting Officer will follow FAR part 19 procedures. Quoters must be registered and active in the System for Award Management (SAM) in order to be eligible for purchase order award. SUBMISSION REQUIREMENTS Submission of Questions. Questions in regard to this RFQ are due no later than 12:00 PM local Washington DC time, on Tuesday, April 19, 2022 to michael.capovilla@tsa.dhs.gov and lorena.vargas@tsa.dhs.gov. Submission of Quotes. Quotes are due via electronic mail no later than 12:00 PM local Washington DC time, on May 3, 2022 to michael.capovilla@tsa.dhs.gov and lorena.vargas@tsa.dhs.gov. The Quoter shall fill out, sign, and submit RFQ Attachment 2 � Quote Submission Form. The Government intends to contact the past performance references provided by the Quoter. The Government may, at its discretion, obtain and evaluate past performance information from other sources (such as the System for Award Management (SAM), Contractor Performance Assessment Reporting System (CPARS), and Federal Awardee Performance and Integrity System (FAPIIS) when available). By submitting its quote, the Quoter certifies that the information contained in CPARS (if any) is current, accurate, and complete. The Quoter also certifies that it concurs with the past performance evaluations documented in CPARS (if any). Quoter�s shall authorize its current and former clients to cooperate with the TSA in this regard, without reservation, in writing.� TSA may only sample the references provided and not necessarily contact each one. EVALUATION OF RESPONSES Quotes shall be submitted in accordance with the instructions provided above. A Quote may be rejected as grossly deficient if the Contracting Officer determines that the quote does not materially comply with the instructions. The Government will make an award for this solicitation based on lowest price technically acceptable (LPTA).� Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.� Award will be made to the Quoter with the lowest evaluated price and evaluated as technically acceptable, and deemed responsive to the solicitation requirements and is determined to be responsible in accordance with the FAR. Quotes will be evaluated as follows: Factor 1 - Technical Approach Technical approach will be rated as either �Technically Acceptable� or �Technically Unacceptable� and will be evaluated as follows: To be determined technically acceptable, the Quoter shall confirm in RFQ Attachment 2 � Quote Submission Form the following: (1) All requirements of the Performance Work Statement (PWS) will be met (See RFQ Pages 6 - 22); (2) The minimum staffing requirement and hours as stated in the PWS will be met (See RFQ Page 8); (3) I agree to comply with all permitting, insurance, and security requirements prescribed by the Connecticut Airport Authority in order to successfully perform on airport property (TSA-RQMTS: REQUIREMENTS FOR CONTRACTOR EMPLOYEE PERFORMING AT OR IN AIRPORT LOCATIONS (SEP 2020), RFQ Page 13); (4) I agree to comply with the prevailing Department of Labor Wage Determination (See RFQ Attachment 1 Wage Determination 2015-4091 Rev.19); (5) I agree to comply with FAR Clause 52.219-14 �Limitations on Subcontracting�(See RFQ Pages 35 � 36); (6) I agree to comply with the sustainable acquisition requirements that are outlined in the solicitation and affirm FAR 52.223-1 �Bio-based Product Certification� (See RFQ Page 45); and (7) I agree to comply with FAR 52.222-62 �Paid Sick Leave Under Executive Order 13706� (See RFQ Pages 36 � 42). To be eligible for award the technical quotation must be evaluated as �Technically Acceptable�. Factor 2 - Past Performance The Quoter�s past performance record will be evaluated by the Government on an acceptable/unacceptable basis. The Government will evaluate the extent to which the Quoter met contract requirements and performed satisfactorily while conforming to contract terms and conditions, and without degradation in performance or customer satisfaction. If negative information is received that will have significant impact on the likelihood of award to a quote, the Contracting Officer will disclose the information to the Company and provide an opportunity to respond. Quoters without a record of relevant past performance or for whom information on past performance is not available will receive a neutral rating. To be eligible for award, Past Performance must not be evaluated as �Unacceptable�. Factor 3 - Price 1. The proposed prices will be evaluated on the basis of the Total Evaluated Price of the quote, calculated by adding together the proposed prices for each Line Item identified in RFQ Attachment 2 � Quote Submission Form.� The Government will evaluate quote for award purposes by adding the total price for all option years to the total price for the base year. The Government intends to evaluate the total evaluated price for reasonableness on the basis of competition. 2. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. 3. Evaluation of options shall not obligate the Government to exercise those options.� The Total Evaluated Price for each Quotation will be compared to all other Quotations to determine the apparent lowest-priced quotation, and will be evaluated for fairness and reasonableness, but will not receive an adjectival rating. 4. The price for the effort associated with FAR 52.217-8 �Option to Extend Services� will not be included in the total awarded value. If, at the end of the period of performance and within the time period established in the clause, the Government chooses to exercise this option, the pricing will be pursuant to the rates specified in the Task Order for the last option period. Quoters shall not provide pricing for labor under FAR 52.217-8 �Option to Extend Services� in their quotations. Responsible Prospective Contractors Notwithstanding the evaluation methodology outlined in this RFQ, a Quoter must also be found responsible by the Contracting Officer prior to the award of any resultant purchase order. At a minimum, to be determined responsible a prospective contractor must: 1. Have adequate financial resources to perform the contract, or the ability to obtain those resources; 2. Be able to comply with the required or proposed delivery or performance schedule, taking into consideration all other business commitments; 3. Have a satisfactory record of integrity and business ethics; 4. Have a satisfactory performance record; 5. Have the necessary organization, experience, accounting and operational controls; and, 6. Be otherwise qualified and eligible to receive an award under applicable laws and regulations.
