Description
The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Government Contracting Services (GCS) has a lease requirement for the Office of Refugee Resettlement (ORR) to seek sources capable of meeting the below requirements. The Government is seeking a vendor in leasing a minimum of 117,000 useable square feet (USF) of specialty residential space to support childcare dormitory, child education, fully equipped dining facility, child medical, administrative and related support space. Administration for Children and Families (ACF) seeks to lease the following requirements: State: California Delineated Area: Delineated Area Map attached: Starting at the intersection of Route 5 and Route 905, east along Route 905; north along Route 125 South Bay Expressway, Olympic Parkway, Lake Crest Dr, Otay Lakes Rd, Campo Rd, Honey Springs Rd, Lyons Valley Rd, Japatul Valley Rd, Route 79, Anza Rd, Rancho California Rd, Buck Rd, Warren Rd, Borel Rd, Washington St, Route 79 Winchester Rd; west along Route 74, Route 215 Escondido Freeway, Route 74 4th St, Route 15, Route 74 Riverside Dr, Grand Ave,� Route 74 Ortega Hwy; south along Route 5 San Diego Freeway, Route 805, Route 15, and then south along Route 5 to the POB. Minimum Useable Square Feet: 117,000 Space Type: Dormitory, Education, Equipped Dining Facility, Medical and related support space. Minimum Parking Spaces (Total): 174 Full Term: Up to 5 Years Firm Term: Up to 5 Years Option Term: 1(one): 5 Year Renewal Option Purchase Option: A definitized purchase option is required at the end of the FIRM term of the lease. Additional Requirements: Campus like setting to support government operations, including indoor and outdoor recreational and educational activities for children aged 17 and under. Subleases are not acceptable. Space should allow for efficient layout and workflow to support ACF Office of Refugee Resettlement (ORR) operations. The offered building(s) must be collocated and be free of any structural, cosmetic, and functional defects. Mechanical base building systems must be able to support a minimum MERV 14 certified filter highest filter rating as recommended by the HVAC-unit manufacturer. Offered space must be located within 30 miles and not more than 30 minutes of a hospital and 60 miles and not more than 60 minutes of an International airport.� Offered space must be located within 5 miles of the following: restaurants, grocery store, hotel/motel, pharmacies, banking, and laundry/dry cleaners. The building(s) site and parking area offered must be able to meet and maintain Facility Security Level 4. Utilities (e.g., electric, water, sewage, natural gas, propane, etc.�) will be separately metered and provided by lessor.� Lessor will establish a dedicated utility account with each utility service provider.� Utilities will be paid by the Government, which will be reimbursed and reconciled with Lessor. Site must have 5 acres minimum of open land for outdoor recreation fields.� Fields should be level and suitable for use for soccer, volleyball, baseball, and other team game activities.� Emergency generator to maintain 100% operation. The Government�s requirement includes a 2,700 SF minimum medical space.� The medical space must have a dedicated HVAC supply that is separately controlled and be able to support 6 ACH.� Dormitory and Dining Facility must be available for Government use within 30 days from lease award.� The Government will contract for interior custodial services.� Lessor will be responsible for all other facility related repair, maintenance, and/or replacement. Location offered must have unrestricted access to public roadways and public paved pedestrian pathways. Action: Choose whether or not a fully serviced lease is required.� Also choose 100 year floodplain unless requirement is identified by agency as a critical action. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease and meet applicable Local, State, and Federal Code and regulations.� A fully serviced lease, net of utilities and interior custodial services is required.� Offered space shall not be in the 100-year flood plain.� This procurement will be subject to all the rules, regulations, conditions, and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement. At this time, the Government is only considering existing buildings, and will not consider new construction options. Lease shall be procured under 8 U.S.C. � 1231(g)(1); 6 U.S.C. � 279: Authorizes Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) to directly acquire real property by means of lease, purchase, or otherwise. Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR).).� For more information, visit: https://acquisition.gov/FAR-Case-2019-009/889_Part_B. Expression of Interest must be received no later than May 6, 2022 by 5:00PM Eastern Standard Time, and should include the following information at a minimum: Building name and address Building ownership information Number of building(s) available and/or proposed Floor plans (as-built) identifying offered space Site plan Amount of parking available onsite Name, address, telephone number, and email address of authorized contact Rental rate per Rentable Square Feet (RSF) and O&M Cost offered and purchase option price Name of public utility providers and utility services available. Current zoning information on the offered property outlining property is zoned in compliance with local zoning laws.� If the offered property is not incompliance with the Governments intended use a time schedule outlining how the lessor will receive necessary zoning approvals and how long necessary zoning approval will take from local zoning administrator. ************************************************************************************************ Owners, brokers, or agents may offer space for consideration.� Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the location offered.
