Description
The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Government Contracting Services (GCS) has received a request from ORR to seek sources capable of meeting the below requirements. The Government is seeking a vendor in leasing a minimum of 117,000 and a maximum of 469,000 usable square feet (USF) of Dormitory, Education, Equipped Dining Facility, Medical and related support space. Administration for Children and Families (ACF) seeks to lease the following requirements: State: NY/NJ/PA Delineated Area: Delineated Area Map attached: Within the states of Pennsylvania, New Jersey, and New York: Starting at the intersection of Atlantic City Expressway and Route 54; North along Route 54, Route 206 Trenton Rd, Route 95; East along Route 195, Route 9, Route 95, Route 278, Shore Parkway, Belt Parkway; North along Cross Island Parkway, Route 295, Throgs Neck Expressway, Route 95, Bronx and Pelham Parkway, Pelham Bridge Rd, Shore Rd, Pelham Rd, Echo Ave, Route 1, Route 287, Central Westchester Expressway, Route 22 Mount Kisco Road, Route 120 King St, Route 22; West along Route 684, Route 35 Amawalk Rd, Route 202, Route 6, Route 87, Route 287, Route 202, Route 287, Route 80, Route 209; South along Route 248, Route 476, Route 22, Route 100, Route 222, Route 100, Route 202, Route 322 Conchester Highway, Route 95, Route 322, New Brooklyn Rd, East Malaga Rd, Atlantic City Expressway. Minimum Sq. Ft: 134,000 Maximum Sq. Ft: 540,000 Space Type: Dormitory, Education, Equipped Dining Facility, Medical and related support space. Minimum Parking Spaces (Total): 135 Maximum Parking Spaces (Total): 540 Full Term: Up to 5 Years Firm Term: Up to 5 Years Option Term: 1(one): 5 Year Renewal Option Purchase Option: A definitized purchase option is required at the end of the FIRM term of the lease. Additional Requirements: Campus like setting to support government operations, including indoor and outdoor recreational and educational activities for children up to 17 years of age. Subleases are not acceptable. Space should allow for efficient layout and workflow to support ACF Office of Refugee Resettlement (ORR) operations. The offered building(s) must be collocated and be free of any structural, cosmetic, and functional defects. Mechanical base building systems must be able to support a minimum MERV 14 certified filter highest filter rating as recommended by the HVAC-unit manufacturer. The medical space must have a dedicated HVAC supply that is separately controlled and be able to support 6 air changes per hour. Offered space must be located within 20 miles and not more than 30 minutes of a hospital and 60 miles and not more than 60 minutes of an international airport.� The building offered space and parking area must be able to meet and maintain Level 4 Interagency Security Committee requirement. Utilities (e.g., electric, water, sewage, natural gas, etc.�) capable of supporting round the clock operations. Will be separately metered and provided by the lessor.� Lessor will establish a dedicated utility account with each utility service provider.� Utilities will be paid by the Government, which will be reimbursed and reconciled with Lessor. Site must have 5 acres minimum of open land for outdoor recreation fields.� Fields should be level and suitable for use for soccer, volleyball, baseball, and other team game activities.� Emergency generator to maintain 100% operation. The Government�s requirement includes a 2,700 SF minimum medical space.� The medical space must have a dedicated HVAC supply that is separately controlled and be able and support 6 ACH.� Leased facility must have public and private road access to accommodate a turning radius of a 72-foot tractor trailer and 45-foot-long passenger bus. The Government will contract for interior custodial services.� Lessor will be responsible for all other facility related repair, maintenance, and/or replacement. Location offered must have unrestricted access to public roadways and public paved pedestrian pathways. Action: Choose whether or not a fully serviced lease is required.� Also choose 100 year floodplain unless requirement is identified by agency as a critical action. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease and meet applicable Local, State, and Federal Code and regulations.� A fully serviced lease is not required.� Offered space shall not be in the 100-year flood plain.� This procurement will be subject to all the rules, regulations, conditions, and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement. At this time, the Government is only considering existing buildings, and will not consider new construction options. Lease shall be procured under 8 U.S.C. � 1231(g)(1); 6 U.S.C. � 279: Authorizes Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) to directly acquire real property by means of lease, purchase, or otherwise. Current zoning information of the offered property outlining property is currently zoned in compliance with local zoning laws.� If the offered property is not incompliance with the Governments intended use a time schedule outlining how the lessor will obtain necessary zoning approvals and how long necessary zoning approval will take from the local zoning administrator. ************************************************************************************************ Owners, brokers, or agents may offer space for consideration.� Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the location offered.
