- Naval Air Systems Command (NAVAIR) intends to award a modification to Flightline Electronics Inc., under existing sole source Basic Ordering Agreement N00019-19-G-0009 Delivery Order N00019-20-F-0027, to modify the VIPR software to incorporate mirrored control messaging socket and filtering, conduct the FPGA co-existence study, and upon completion, implement independent acoustic processors in the virtual VIPR.�This action is planned to be awarded in the third quarter of FY22. NAVAIR intends to negotiate and award this delivery order utilizing other than full and open competition pursuant to the authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1, �Only One Responsible Source and No Other Type of Suppliers or Services will Satisfy Agency Requirements�.� This notice of intent is not a request for competitive proposals.� Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within a thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
