- The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with DMT-USA, Incorporated. The requirement is for the procurement of DMT - Multi Myograph System 620M. The requirement is for the contractor to provide and ship this equipment (all components that make up this system) to the VA Medical Center in Birmingham, Alabama. This procurement shall be inclusive of shipping and handling charges (FBO Destination). Ancillary services also needed for this procurement are as follows: Full version of LabChart acquisition software and all corresponding software modules. Associated updates and upgrades. This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements; and VHAPM Part 806.3, Other Than Full and Open Competition greater than SAT for Open Market Items. This is because the Government asserts that DMT is the only contractor that can provide this specific equipment needed by the R&D Laboratory at the Birmingham VA Medical Center. Specifically, the salient characteristics of the DMT - Multi Myograph System 620M that are unique are as follows: interchangeable parts and chambers that measure function from vessels in a large range of sizes, from anything as small as 50 m in inner diameter to as large as 10mm in inner diameter. chambers are constructed of medical-grade stainless steel allow sensitive detection of force through a broad range of forces (200mN to 1600mN max detection) without losing sensitivity in detection vessels individually controlled bubbling, heating and vacuum control This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contracting Officer no later than Monday, May 02, 2022, (4:00 PM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
