Description
SOURCES SOUGHT NOTICE Not to exceed 6 Months contract for Cost/Price Analyst General Services Administration (GSA) This is a request for information/market research to provide data for planning purposes ONLY. These sources sought DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. General Services Administration (GSA) Public Building Services (PBS), NCR Region 11, is seeking potential sources capable of performing cost and price analysis in a complex systems acquisition process involving analysis where there is little or no cost history data. Perform cost or price analysis on proposals that involve new procurement and contract changes. Coordinate work effort with contract specialists in the Division. Conduct analysis of proposals and invoice preparation for payment. Offeror must have ability to analyze contractor's projected estimated costs for reasonableness, allowability, and allocability. Provide detailed documentation of the contractor's methodology in arriving at the proposed cost of each element and recommends agreement or disagreement with the proposed amount. Review technical and audit reports on various cost elements, such as material, labor, and profit to determine the reasonableness of the various cost elements. Prepare a cost/price analysis report of conclusions reached, particularly on contracts involving complex financial proposals. Offerors must have ability to evaluate contractor's cost proposals, analyzing the contractor's past performance, cost of similar procurements, standards and/or other quantitative techniques in producing like or similar items. Evaluate the contractor's experience and technical ability on current and previous orders as to overhead, general and administrative expenses, and profit. Investigate the adequacy and soundness of the contractor's credit and financial position. Assure Contractor compliance with cost accounting standards (CAS). Conduct price analysis to determine the reasonableness of prices in relation to the price of the end item. The purpose of these sources sought is to gain knowledge of interest, capabilities and qualifications. The statement of work (SOW) is attached. The Government anticipates award of a Firm Fixed Price contract with a total contract performance period not to exceed 6 months. If qualified and interested, per the definition above, please submit a letter (maximum of 3 pages) via email to jamel.hooker@gsa.gov stating the following: Name of your company, address, point of contact with phone number, e-mail address and fax number. Your company�s interest in submitting a proposal once solicitation is issued.� Business size for the assigned NAICS code. In addition to the size of business, indicate any other socioeconomic designations such as 8(a), Small Disadvantaged Business, HUBZone Small Business, Service Disabled Veteran Owned Small Business, Women-Owned Small Business, etc. Company�s capability to perform a contract of this magnitude and complexity by including a brief description of at least (3) project, customer names and phone numbers, timeliness of performance, and dollar values of the projects.� Describe your company�s bonding capability. If a company is/will be part of a joint venture, state names of joint venture members and their business size(s). The Contractor and employees hired to perform work at the above stated site must pass and secure GSA security clearance and must display the pass at all times while on the campus Each response shall be reviewed by the Contracting Officer/Specialist for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only.� All respondents are reminded that at least�fifty (50) percent of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(c)(1) - Limitations on Subcontracting.� Responses must be submitted to this office in writing via email to jamel.hooker@gsa.gov� � Please note: Prime contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database at www.sam.gov.
