Description
This is the second Request for Information being posted for this requirement. The first RFI was posted on September 17, 2021. All interested vendors should respond to this RFI and should respond to ALL questions in the ""Requested Information"" section of this RFI. PURPOSE This Request for Information (RFI) is for market research, information, and planning purposes ONLY. This RFI does not in any way constitute a Request for Proposal (RFP) and as such, shall not be construed as a commitment by the Government (implied or otherwise) to issue a solicitation or ultimately award a contract.� This announcement is specifically targeted for qualified contractors that can perform the services detailed in the DRAFT Statement of Objectives (SOO). However, responses from all interested parties are appreciated and accepted. DESCRIPTION OF THE REQUIREMENT U.S. Immigration and Customs Enforcement (ICE) has a continuing need to contract for unarmed custody and security officers at the Migrant Operations Center (MOC) at the Naval Station Guantanamo Bay (NSGB), Cuba. Contractor support is required to assist the Department of State (DOS) and Department of Homeland Security (DHS) in meeting their responsibilities for the safety, security, and care of protected and non-protected migrants at NSG under Executive Order 13276. http://edocket.access.gpo.gov/2002/pdf/02-29580.pdf The Migrant Operations Center has a capacity of 120 migrants and will have an estimated daily population of 20 migrants; however, the service provider shall be responsible to maintain on site the necessary equipment to erect temporary housing facilities for populations that exceed 120 and up to 400 migrants in a �surge� or �mass migration� event. This equipment includes tents and cots and the contractor must be able to have these assembled and ready with little notice. In addition, the service provider must maintain a roster of at least 50 individuals who meet the minimum requirements of the unarmed custody officer job classification and have a viable contingency plan to deploy these individuals within 24-hours of notification. Air transportation of contract employees to/from the facility is the sole responsibility of the service provider. Contractor is responsible for providing transportation services within NSGB however the Government does not provide these vehicles. The contractor will be responsible for transporting their vehicles to NSGB. The Government anticipates awarding a Requirements type contract for a five-year period (a three-month transition period followed by a nine-month base period and four twelve-month option periods). Additional description is included in the attached DRAFT SOO. REQUESTED INFORMATION Please provide your company�s name, mailing address, Cage Code, and Unique Entity Identifier (UIE) Please provide the primary North American Industry Classification System (NAICS) code that your firm utilizes for guard and transportation services. Please Is your firm a small or large business? If small, is your firm classified under a specific socio-economic status?� Please provide a brief technical capabilities statement to summarize your firm�s experience and ability to provide unarmed guard services for migrant populations. Please include the following information: * In detail, please identify your experience working with Migrant or Detention populations to include but not limited to large amounts of migrants, transporting migrants, and housing of migrants? In detail, please identify if you have security workforce readily available to support an ongoing operation and if not, how long would it take to have this standby workforce in place? If yes, please state if the workforce is currently or was previously cleared to operate as contractor for Immigration and Customs Enforcement (if other Federal Agency, please state). In detail, please identify your experience and knowledge complying with detention standards? (https://www.ice.gov/factsheets/facilities-pbnds) In detail, please identify your experience with mass migration during an international crisis. In detail, please identify your experience in complying with Executive Order 13276, issued on November 15, 2002? (http://edocket.access.gpo.gov/2002/pdf/02-29580.pdf) In detail, please identify your experience with mass migration custody, care, safety, transportation, and other needs of migrants? In detail, please identify your experience, or the strategies you would employ, to transport contractor-owned vehicles to NSGB. Please identify any GSA Schedule contract or other current government-wide contract (e.g., GWAC or BPA) that your firm currently holds and offers these services under. Has your firm had experience with the unarmed guard services similar to the work detailed in the attached DRAFT SOO in the last five (5) years? Does your firm have any other general feedback and/or applicable information that it would like to provide? If so, please provide the information POTENTIAL SOLICITATION STRUCTURE The Government anticipates the structure of the solicitation to consist of the following phases and factors. It is anticipated that an advisory down select will occur between phases I and II. This information is provided for informational purposes only and does not constitute the final structure of the solicitation. The structure of the final solicitation may change significantly. Phase I Factor 1 � Prior Demonstrated Experience and Case Studies Phase II Factor 2 � Past Performance Factor 3 � Oral Presentation Factor 4 � Cost/Price Proposal ADDITIONAL GUIDANCE The Government will not reimburse respondents for any costs associated with information submitted in response to the RFI. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI are not offers and cannot be accepted by the Government for the basis of forming a binding contract. This RFI is being issued solely for the purpose of gathering information for planning purposes. This RFI does not commit the Government to a contract for any supply or service. Furthermore, the Government is not at this time seeking quotes and will not accept unsolicited quotes. Interested parties (specifically small businesses) are encouraged to respond to this RFI. If the scope of this RFI is too large or there are aspects to which your company does not wish to provide a response, please feel free to provide partial/limited feedback in the areas of your specific expertise. ICE hopes to receive information from all interested parties on any aspects of this RFI that could be of benefit to the Government. Respondents to this RFI may be requested to provide additional information/details based on their initial submittals. The Government reserves the right to select, one (1), some, or none of the submissions for further information. Contractors who submit information in response to this RFI do so with the understanding that U.S. Government personnel may review their materials and or data.
