THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Federal Bureau of Investigation (FBI) is in the process of determining the acquisition strategy for the lease of an Ultra Long Range Transport Aircraft for the Critical Incident Response Group. This is a sources sought notice and request for information (RFI). This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offeror or their employees regarding this requirement is strictly prohibited. The purpose of posting this RFI is to provide an ultra long range transport airplane to the U.S. Department of Justice, Federal Bureau of Investigation (FBI) Critical Incident Response Group (CIRG). The summary of services is as follows: The aircraft will include the following baseline requirements: FAA certified Transport Category Airplane with up to 19 passenger seats. With or without interior modifications, transport no less than 14, and up to 19, passengers and associated baggage (a minimum of 2 per passenger/large duffle- type bags).� At least 14 passenger seats installed. � Never have been previously titled outside of the United States of America, with Offeror�s notarized certification validating requirement. � Minimum of 195 cubic feet of cargo in approved cargo space. � Range at least 7,500 nautical miles with NBAA Reserves. � Certified ceiling: at least 51,000�. � Maximum speed at least Mach .92. � Maximum wingspan: 104�. � Maximum length: 111�. � Maximum height to top of tail: 27.1�. Head Up Display with Enhanced Flight Vision System (EFVS) meeting the requirements of 14 CFR � 91.176(a) for EFVS operations to touchdown and rollout. � Navigational capabilities: Triple FMS WAAS/SBAS RNAV en route, RNP, and RNP AR FANS 1A (ADS-C + CPDLC) ADS-B Dual HF Radios RVSM TCAS with Software Version 7.1 or later � Ka band or Ka/Ku dual band satellite communications. Ku band only is not acceptable. � Aircell/GOGO System or equivalent capable of providing internet access at a lower cost than Ka/Ku band systems when operating over the continental United States. � Wireless Internet throughout the cabin with speeds meeting or exceeding 512k. � Satellite telephone. � Bipolar ionization air purification system. � Continental United States based airframe manufacturer repair station capable of performing all required maintenance on the aircraft. � Global airframe manufacturer provided aircraft on ground response capability. �� The FBI may install communications and security equipment in the leased airplane at the FBI�s expense. The FBI will remove this equipment at the end of the lease but the lessor shall be responsible for normal wear and tear associated with the installation and removal of the equipment. The FBI is interested in obtaining information from industry. Both large business concerns and all categories of small business are encouraged to respond to this request. The North American Industry Classification System (NAICS) Code anticipated for this requirement is 532411 - Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing. Vendors shall address the following 3 components within their submittal: 1. Company Information: Please provide your - DUNS number� - Cage Code and betaSAM.gov registry status - Large or Small business status (8a, woman-owned, veteran-owned, etc.) - Point of contact, to include: name, title, telephone number, business address, and email address - Primary NAICS provided on previous contracts - Number of years in business 2. Baseline Requirements: Please ensure your response covers, at a minimum, the baseline requirements called out above. Include an expected approach to accomplishing the work and a rough order of magnitude estimate. 3. Submission: The page count not including the cover page should be limited to 25 pages, 12 Times New Roman font, with a minimum of 1-inch margins. Responses are due no later than 5:00 p.m. CT, May 4, 2022.
