Description
This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) SAM UEI number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Vendors will need to fill in a PRICE BREAKDOWN AND CALCULATION OF SELF PERFORMED/SUBCONTRACTED WORK. Capabilities Statement and Documentation: Firms/Companies are invited to provide their capabilities, experience and knowledge in providing these Services. Sources are asked to provide information to demonstrate their answers to the following items: Company name, address, website, business type, socio-economic status (e.g., SDVOSB, Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), general small business, large etc.), and person of contact (including telephone number & email address). Indicate and explain your capability of providing this service including maintaining any required certifications and or additional licensing. Provide a summary of the staffing plan, supervision, materials and equipment that will be used and any relevant licensing. Please indicate your company's size under NAICS Code 334310. Vendors will need to fill in a PRICE BREAKDOWN AND CALCULATION OF SELF PERFORMED/SUBCONTRACTED WORK. In addition to a Capability Statement which includes the above information, submissions can include brochures, diagrams, etc. as attachments. All interested vendors should provide a response to Maria Riza Owen @ maria.owen2@va.gov before 4:30 p.m. CST May 3, 2022. The VA Heartland Network 15, Contracting Office located at 3450 South 4th Street, Leavenworth, KS, 66048-5055 is seeking a potential qualified contractor to provide and install an audio-visual system as part of the Simulation Lab Room set up. The audio-visual system requested must be customized to the needs of Truman VA Simulation Lab at the Harry S. Truman Medical Center, 800 Hospital Drive, Columbia, Missouri. Statement of Work Audio-Visual System Simulation Lab Room Purpose: The contractor shall provide and install an audio-visual system as part of the Simulation Lab Room set up. The audio-visual system requested must be customized to the needs of Truman VA Simulation Lab. Currently Truman is an Intermediate Certified Simulation Center and having access to audio-visual recording is a requirement of the certification. Having audio-visual capabilities is also a requirement to participate as a SimLearn Innovation Center for Education (SLICE). This is a national program supporting standardization in providing education for learners. A specific program that will impact Truman VA is the Out of Operating Room Airway Management (OOORAM) certification. This is a critical key skill certification required to take care of life threating ill patients and provide resuscitation. The system will serve several purposes: provide several views of the sim room for observing virtually, record simulations to aid in giving feedback to participants using video feedback, provide for development/production of short training videos and exemplar videos for staff training (a best practice in simulation) and provide viewing into classrooms from the sim room (also a best practice and provide for social distancing measures). Scope of Work: The system will be used during classes- for example: OOORAM classes, respiratory classes, RN Transition to Practice classes competency day, unit competency days and new nurse orientation. Biomedical Engineering Service Tools & Training Package -The system should come with all materials and consumables. The contractor will need to work with Biomedical-Engineering/OIT regarding the set-up of the system. No patient information will be used with this system. The system will need the following provided for the Sim Room and Observation Room: Provide and install two professional-quality PTZ cameras in the Sim Room Provide and install one professional-quality in-ceiling camera in the Sim Room over the bed Provide and install a ceiling-mounted microphone array bar with digital audio output in the Sim Room Provide and install one cardiod gooseneck microphone and base in the Observation Room Provide and install a speaker in the Sim Room and another in the Observation Room Provide USB connections from each of the 3 cameras and the Vitals Display HDMI source to the resident PC that would be provided and configured by others Provide a network audio connection from the ceiling mic in the Sim Room to the resident PC for recording, that would be provided and configured by others Provide a feed from the gooseneck mic in the Observation Room to the ceiling speaker in the Sim Room Also provide a feed from the ceiling mic in the Sim Room to the ceiling speaker in the Observation Room Provide and install a professional joystick camera controller to make adjustments to the two PTZ cameras Provide and install a 32"" 4K display connected to the secondary HDMI output of the resident PC, which would be intended to view all 3 cameras and computer sources at full resolution in a quad view display (using software on the PC provided & configured by others). Provide and install a new table rack to accommodate the new equipment, with advanced series-mode power conditioning and rack shelves as needed Provide and install a rear-facing 12-port network switch for the isolated AV network Provide, install, and configure a software-based digital processor on the resident PC, with a 5-year software license Includes a small contingency for extra hardware and/or labor that may be needed for unforeseen circumstance or minimal additional hardware that may be needed Includes premium HDMI cables and other wiring needed for a complete system Includes line drawings generated in AutoCAD to show the signal path of the AV system Includes custom programming of the button panel user interface for audio controls Includes configuration, testing, and training on the new system The proposal must include: Provision and installation of a distribution amplifier and 3 DPT receivers to provide a 4 K HDMI output for owner furnished displays in each of the classrooms Labor and wiring to run shield wiring from the observation room to each of the classrooms Include the assessment of the displays in the current classrooms to project images- configure smart boards The resident PC and the software needed for recording, software to combine the 3 cameras and one selected HDMI source into a single image for output on the 4K display. provide the USB audio and video feeds to these PCs. This PC would need to have a network connection to the AV network switch for audio feeds. Would recommend a PC with dual NICs to isolate the AV network from the VA network to alleviate any security concerns. Mic for talk-back in the Simulator should be integrated into the Simulation system Note: The audio software for this system requires an ongoing software license. A 5-year license must be included Location of Work: Work will be conducted in the Learning Organization simulation lab and classrooms at the Harry S.
