RFI #: SPE605-22-RFI-1004 Date Posted: April 27, 2022 Date Responses Due: May 3, 2022 This Source Sought Notice (SS) SPE605-22-RFI-1004 is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Logistics Agency Energy (DLA Energy). The purpose of this sources sought notice is to identify vendors capable of supplying ground fuel requirements for Defense Logistics Agency Energy. This notice covers the ground fuels requirements for DLA Energy customers located in Palau International Airport, Pacific. The estimated a quantity is 100,000 USG Turbine Fuel, Aviation (JA1) using tank truck with pump & meter for delivery. This SS covers the grounds fuels requirement for DLA-Energy customers located in: Pacific. The expected period of performance is May 30, 2022 - July 1, 2022. The product being procured is: Turbine Fuel, Aviation (JA1) NSN: 9130-01-753-5026 The alternative product is: Turbine Fuel, Aviation (JAA) NSN: 9130-00-359-2026 The second alternative product is: Turbine Fuel, Aviation (JP8) NSN: 9130-01-031-5816 Additional Notes: Requesting 100,000 gallons of JA 1 throughout the duration of exercise VALIANT SHIELD 22 to be delivered to Palau International Airport with the first delivery occurring June 3, 2022. Follow on delivery dates will vary based on training requirements. Quantities may change based on training requirements. Deliveries will be requested every 24 hours in order to maintain 3 DOS (days of supply) in support of ground and airfield operations. For deliveries to the airport, vendor must check-in at the front gate and wait for an authorized escort to go to offload point. The fuel will be dispensed into tactical fuel systems that consist of bladders that will require pressure locking nozzles. Vendor delivery trucks must have capability to connect to U.S. standard 2� and 4� couplers. Metered offload requested for all bulk deliveries. Each bulk delivery will require associated quality assurance/ surveillance documentation to ensure the product received is on grade and suitable for use in military aircraft and ground equipment. For purpose of compiling responses to this Source Sought Notice, the deadline is set on May 3, 2022, 3:00 PM, Fort Belvoir, Virginia Time. In responding to this notice please provide the following information: Your company name, CAGE Code, any owners, email address, phone/fax number, Background information of the firm and/or contractor regarding technical capability and ability to perform. What types of fuel are you capable of supplying? Which areas can you supply the fuel for? What are the names and locations of your fuel supplier(s)? Does your company participate in any socioeconomic programs/small business programs? If so, please state what programs(s). Are you a refinery? If so, is your refinery a small business (producing less than or equal to 200,000 barrels)? Has your company participated in any current or previous contracts under the Direct Delivery Ground Fuels Program? If so, were any of those contracts performed in any of the states listed above?
