Description
Raytheon Company, Raytheon Missiles & Defense (RMD), Tewksbury, Massachusetts, has been awarded a $482,714,279 cost-plus-incentive-fee, cost-plus-fixed-fee, cost-only, and firm-fixed-price contract for DDG 1000 Class Combat System Activation, Sustainment and Modernization (AS&M) support for Mission Systems and Total Ship Computing Environment infrastructure (TSCEi) hardware/equipment, in addition to, non-recurring engineering services supporting Combat System installation, integration, development, testing, correction, maintenance, and modernization of ZUMWALT Class Mission Systems and Mission System Equipment (MSE). This contract includes options, which if exercised, would bring the cumulative value of this contract to $1,675,745,280. Work will be performed in Tewksbury, Massachusetts (37%), Portsmouth, Rhode Island (37%), San Diego, California (22%), Nashua, New Hampshire (2%), Pascagoula, Mississippi (1%), and Fort Wayne, Indiana (1%), and is expected to be completed by April 2023. If all options are exercised, work will continue through April 2027. This contract was not competitively procured in accordance with 10 U.S.C. 2304(c)(1) (only one responsible source, and no other supplies or services will satisfy agency requirements). The Naval Sea Systems Command (NAVSEA), Washington, District of Columbia, is the contracting activity (N00024-22-C-5522). Further Explanation of the Contract: This contract covers the hardware, systems, and software engineering, cybersecurity, integration, testing, logistics, and training required for Combat System installation and integration, Hull, Mechanical, and Electrical (HM&E), Engineering Control System (ECS), Mission Systems Activation (MSA), computer program development, correction and maintenance, repairs, design excursions, supportability studies, obsolescence mitigation, and threat analysis. The hardware/equipment procured under this contract will provide technology refresh to support obsolescence management, address Reliability, Maintainability & Availability (RM&A) issues following fielding, and ensure the Zumwalt Combat System (ZCS) reaches the design service life. These services and supplies are in support of the DDG 1000 Class multi- mission surface combatant.
