- Description
- The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to Bloomy Controls, Inc. to provide example test applications to provide training and system hardware validation on the existing BMS Validation Test System. Bloomy Controls, Inc. is the manufacturer and installer of the existing CPSC BMS Validation Test System that was procured through a competitive bidding process in 2020. A spart of the previous procurement they coded and modified previous COTS software for CPSC specific needs and use. As the developer of this modified code, they are uniquely qualified to update the coding to incorporate the new test applications. They are also uniquely able to make the new connections with the existing connections of the current CPSC BMS Validation Test System. The contractor also utilizes a proprietary software system to ensure the modified code and hardware is incorporated and functioning properly. Because of the proprietary nature of the validation software, previous experience and familiarity with the specific coding and configuration of our existing test system, it is in the best interest of the government to award this contract to Bloomy Controls, Inc. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. �� CPSC intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement. � This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) business days of the issuance of this notice will be considered by the government. �A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. �Any quotation/response must be in writing and can be sent via email to the Contract Specialist at dbraswell@cpsc.gov by 11am Eastern Time on May 9, 2022. No phone calls will be accepted. �
