Description
In accordance with FAR 5.2, this is a notice that DLA Land at Aberdeen anticipates issuing a Request for Proposal (RFP) on or about May 16, 2022 for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a one five-year base period and one five year option period for the procurement of 80 Army-managed spare components and repair of six items in support of the Combat Service Support � Very Small Aperture Terminal (CSS VSAT) AN/TSC-183A. � Please see Attachment 1 for the spares and repairs list. The proposed guaranteed contract minimum is $20,000.00, and the proposed maximum contract value is $125,126,222.60. The annual Best Estimated Quantities (BEQs) listed in Attachment 1 are for planning purposes only. Actual annual ordered quantities may be more or less than the annual BEQs listed. Services include test/inspection, repair (minor/major), repair/overhaul, �and reset. Services will also include training of Tobyhanna Army Depot (TYAD) Field Service Representatives (FSRs) and CECOM Logistics Assistance Representatives (LARs) as required on the maintenance and troubleshooting of the CSS-VSAT terminals necessary to maintain the fleet of these terminals worldwide. The only approved source is L3 Technologies, Inc. (L3Harris), Commercial and Government Entity Code 1UB81. �L3 Harris is the Original Equipment Manufacturer. The Government does not own the Technical Data Packages (TDPs) for these NSNs and cannot obtain the TDPs. Because this acquisition will be using the sole source authority at FAR 6.302-1, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Based on market research, these items are for military use only and are not commercial; therefore, FAR Part 15 applies to this acquisition. �This procurement will not be set-aside for small business. The NAICS code for this requirement is 334419. All documents and proposals must be submitted electronically via email. Files shall not contain classified data. The use of hyperlinks in proposals is prohibited. Offerors need to have a current profile at the System for Award Management (SAM), https://www.sam.gov in order to submit proposals. Please do not wait until the last minute to submit proposals. To avoid potential submission of a later proposal, we recommend the transmission of your proposal file 24 hours prior to the required proposal due date and time.
