- >>> INTRODUCTION The Naval Air Systems Command, in support of Airborne Strategic Command, Control, and Communications Program Office (PMA-271), is seeking sources to provide pre-Milestone (MS) B engineering studies, analysis, and Non-Recurring Engineering (NRE) for C-130J-30 air vehicle analysis, and system development and maturation. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. IT IS A MARKET RESEARCH TOOL BEING USED TO DETERMINE POTENTIAL AND ELIGIBLE BUSINESSES CAPABLE OF PROVIDING THE SUPPLIES/SERVICES DESCRIBED HEREIN PRIOR TO DETERMINING THE METHOD OF ACQUISITION AND ISSUANCE OF A REQUEST FOR PROPOSAL. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. THE GOVERNMENT IS NOT COMMITTED NOR OBLIGATED TO PAY FOR THE INFORMATION PROVIDED, AND NO BASIS FOR CLAIMS AGAINST THE GOVERNMENT SHALL ARISE AS A RESULT OF A RESPONSE TO THIS SOURCES SOUGHT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Lockheed Martin Corporation (LMCO) has been the sole designer, developer, and manufacturer of the C-130J. LMCO utilized the Government-developed C-130H and developed the C-130J. The Government procured the C-130J under FAR Part 12 until 2005 at which time all new procurements were FAR Part 15. Based on the nature of the C-130J development, any data and software that was unique to that variant was deemed commercial and developed exclusively at private expense. Any data developed for the C-130J after 2005 would obtain the license rights asserted in accordance with the appropriate Defense Federal Acquisition Regulations clauses. The Government does not possess the technical data for the efforts described herein. ELIGIBILITY The applicable North American Industry Classification System (NAICS) code is 336413 with a small business size standard of 1,250 employees. The Product Service Code (PSC) is AC13. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size. ANTICPATED PERIOD OF PERFORMANCE The work will start 1st Qtr FY23 and will end 2nd Qtr FY24.� � ANTICIPATED CONTRACT TYPE All efforts will be completed with cost-type Contract Line Item Numbers (CLINs). REQUIRED CAPABILITIES Requirements under this effort are to provide program management, technical support, engineering analysis, and NRE to demonstrate that the C-130J-30 air vehicle can support the TACAMO mission and determine what changes can be incorporated into the production line post the initial three (3) test aircraft. These efforts include comprehensive analyses of Block 8.1 C-130J-30 aircraft performance and operation as well as aircraft systems to develop potential design changes to continue to mature the C-130J-30 airframe performance and support integration of TACAMO mission system equipment requirements. Aircraft systems include, but are not limited to, airframe structure, electrical power system, propulsion system, hydraulic system, cooling system, flight station, avionics subsystem and architecture, landing gear, and flight control system. Analysis includes consideration of Size, Weight, and Power plus Cooling (SWaP+C) impacts to certify airworthiness. Tasking may include: Assessments of TACAMO air vehicle requirements and their impacts on the C-130J-30 through detailed engineering analysis using existing C-130J-30 source data only. Continuation of Very Low Frequency (VLF) structural analysis, weight reduction strategies, cooling system expansion assessments, and cyber and nuclear survivability to refine and provide Courses of Action (COAs) to meet the TACAMO air vehicle requirements. New studies to provide COAs based on requirements maturity to include such things, but not limited to, antenna location, co-site analysis test instrumentation, and security.� NRE to continue the development of the COAs.� All changes will be limited to existing C-130J-30 source data.���� Software development and infrastructure support related to systems and subsystems of the C-130J-30 originally developed and integrated by LMCO, including, but not limited to, avionics and air vehicle management systems upgrades, aircraft mission computer, aircraft diagnostics, avionics support and hardware upgrades to implement software updates. Support to the Government on the integration by a third party of the TACAMO mission equipment support for MS B. Effort for the above may include: Analysis of enhanced power generation systems, re-architecting the C-130J-30 electrical bus Interfacing classified mission systems with flight deck avionics systems C-130J-30 8.1 changes to address TACAMO requirements, to include autopilot modifications, and nuclear and cyber survivability mitigations Assessing fuselage, wing, vertical and horizontal stabilizer aeromechanical and structural impacts for antenna, antenna pod, and radome mounting Assessing current C-130J-30 structures, flight control surfaces impacts, and fatigue life assessments with respect to the TACAMO air vehicle flight profile� Efforts need to take into consideration TACAMO air vehicle performance, operations, and sustainment to include, but not limited to system-level performance objectives analysis, aeroloads and dynamics assessments, airframe fatigue life assessments, reliability and maintainability assessments, obsolescence analysis, supply chain visibility, and cost-effectiveness assessments. SUBMISSION INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than five (5) pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the tasking listed under the required capabilities.�This documentation must address at a minimum all of the following: Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), Commercial And Government Entity (CAGE) Code, and a statement regarding current small/large business status. Prior/current corporate experience performing efforts of similar size and scope to the tasking described under �Required Capabilities,� unique to the C-130J-30 variants, within the last three years, including contract numbers, contract values, Government point of contract with current telephone number, and a brief description of how the referenced contract relates to the tasks stated above. Management approach to staffing this effort with qualified personnel. Provide either of the following as applicable:� Please note that inclusion of number three (3) above on prior/current experience does not address this request. Any existing technical data licenses of agreements with the C-130J-30 original equipment manufacturer (OEM) for performance of related tasking to include the date the agreement expires, or provided documentation, with concurrence from the OEM, demonstrating the ability to obtain any necessary license/agreement for access to required technical data for this effort in the time specified to start these efforts. Supporting documents submitted in response to this requirement will not be counted against any page limitations. Demonstrate that your company possesses the necessary technical data.� For clarity purposes, this request is for disclosure of the data with any necessary substantiation of your company�s ability to perform the tasking above without any technical data provided by the Government or LMCO. Supporting documents submitted in response to this requirement will not be counted against any page limitations. Company�s ability to comply with security measures for the protection of the TACAMO mission by having personnel and computer systems to support classification up to Top Secret (collateral) access. Specific technical skills your company possess which ensures capability to perform the tasks. If you are a small business, provide an explanation of your company�s ability to perform at least 50% of the tasking described in required capabilities.
