- SOURCES SOUGHT SYNOPSIS � DISCLAIMER � This SOURCES SOUGHT is for informational purposes only and shall not be considered a Request for Proposal, Invitation to Bid, request for solicitation or as an obligation on the part of the Government to acquire any products or services.� Responses in any form do not constitute offers and the Government is under no obligation to award a contract as a result of this notice.� No funds are available to fund the preparation of responses to this notice.� No entitlement to payment of direct or indirect cost will arise as a result contractors providing information, questions or comments regarding this notice. �Any information submitted in response to this notice is strictly voluntary. � INTRODUCTION & PROGRAM BACKGROUND � Sources are Sought for a potential acquisition to establish a follow-on Program Management Contractor Support Services Multiple Award Contract (PMCSSMAC) for Naval Air Systems Command (NAVAIR) non-commercial program management support services.� These services will provide program management and acquisition support for all NAVAIR program requirements through the entire domestic and/or foreign military acquisition and sustainment lifecycle.� While the acquisition strategy for this requirement is not yet approved, the Government is soliciting Industry to determine interest and capability.� The PMCSSMAC will procure program management services, including support services related to leading, facilitating, and ensuring the strategic planning, implementation, coordination, integration, and evaluation of programmatic activities and administrative systems for NAVAIR Program Executive Offices (PEO).� The types of services provided in the current and prospective follow-on PMCSS MAC include program analysis support; acquisition support; cost and schedule support; business and financial management support; and Foreign Military Sales (FMS) case management support.� Specifically, the MAC is required to provide continuous contractor support services in support of NAVAIR�s mission to provide full life-cycle support of naval aviation aircraft, weapons and systems operated by Sailors and Marines, providing contractor support services (people, processes, tools, training, mission facilities, and core technologies) to Naval Aviation Program Executive Offices (PEOs) and their assigned program managers who are responsible for meeting the cost, schedule, and performance requirements of their assigned programs.� In addition to the NAVAIR managed programs, NAVAIR's affiliated PEOs include: Program Executive Office - Tactical Aircraft Programs, PEO(T) Program Executive Office - ASW, Assault and Special Mission Programs, PEO(A) Program Executive Office - Unmanned Aviation and Strike Weapons, PEO(U&W) Program Executive Office - Joint Strike Fighter, PEO(JSF) Program Executive Office - Common Systems and Commercial Services, PEO(CS) � Technical Services Support Anticipated The Contractor is anticipated to apply program/project management, business, financial management, corporate operations, administrative, and analytic techniques to support facilitating, planning, organizing, staffing, integrating, controlling, and leading team efforts in the overall management of the program through the entire acquisition and sustainment lifecycle. The overarching objective of the work is to support program goals through development, production, deployment, operations, and support. � ELIGIBILITY � This requirement is anticipated to be a Total Small Business Set-aside in accordance with FAR 19.502-2 with the ability to do Socio-Economic Set-asides in accordance with FAR 19.502-4.� The Product Service Code for this potential requirement is R408, �Support � Professional Program Management/Support,� and the North American Industry Classification Systems Code is 541611, Administrative management and General Management Consulting Services with a size standard of $16.5M.� All interested small businesses are encouraged to respond.� � ANTICIPATED PERIOD OF PERFORMANCE � The resultant IDIQ MAC will consist of a total of five (5) years; a base one year ordering period and a four (4) one year option ordering periods.� The base year is expected to start June 2023, followed by the optional ordering period. �Individual task order period of performance will be determined at the task order level. � � � � � � � ANTICIPATED CONTRACT TYPE � The contract type is anticipated to be performance based (Fixed Price) and non-performance based (Cost Plus fixed Fee (CPFF)) with cost-type Other Direct Costs (ODCs) line items.� � SUBMITTAL INFORMATION � It is requested that interested businesses submit a brief capabilities statement package by �������10 May 2022 to the attention of donna.l.jackson60.civ@us.navy.mil, �timothy.a.moore142.civ@us.navy.mil, and tonia.m.marable.civ@us.navy.mil.� �Submittals shall be no more than 10 pages in length demonstrating the ability to perform the services listed in the attached SOW.� A page is defined as a single sided 8.5� by 11� page using �1� inch margins from each edge.� Response must be in font size 12, Times New Roman.� Inclusion of the questionnaire (Attachment (1)) is in addition to the above-mentioned page count.� All responses are to be UNCLASSIFIED. Responses must address, at a minimum, the following: � Complete the questionnaire (Attachment (1)) of the sources sought to provide the requested information (no substitutions, additions or deletions).� Outline your company�s capability to provide the services outlined in the description.� What specific technical skills does your company possess which ensure capability to perform the tasks?� Outline your company�s knowledge, experience, and capability in performing program management and acquisition support requirements through the entire domestic and/or foreign military acquisition and sustainment lifecycle of major weapon system programs.� Outline any experience in regard to execution of program management services, including support services related to leading, facilitating, and ensuring the strategic planning, implementation, coordination, integration, and evaluation of programmatic activities and administrative systems for NAVAIR and/or DoD Programs. Outline your program/project management, business and financial management, corporate operations, administrative, and analytic techniques to support facilitating, planning, organizing, staffing, integrating, controlling, and leading team efforts in the overall management of major weapon program(s) through the entire acquisition and sustainment lifecycle. Respondents shall utilize this opportunity to describe their proven capabilities in providing services similar to those outlined in this Sources Sought notice.� � What type of contracts or subcontracts has your company performed in the past in support of the same or similar requirement? ��Outline any contracts/subcontracts received for similar type work. The current PMMAC has yielded 27 task orders with an average value of $43M, and an average of 194 FTE�s per order. Can or has your company managed a task of this nature? If so, please provide details. Can or has your company managed a team of subcontractors before? If so, please provide details. Can or has your company managed Classified tasking (please specify the classification level) at your facilities and on-site at Government facilities? Outline your company�s facilities to support this requirement and outline whether your company has an office within 60 miles of Patuxent River, MD. Do not submit any additional information other than the information requested in this notice.� The Government may elect not to discuss submissions received in response to this Sources Sought notice with individual responders.� There is no requirement to respond to the Sources Sought in order to be eligible to propose on any upcoming solicitation.� However, the Government places tremendous value on the information received and may utilize it to finalize its acquisition strategy.� Respondents shall utilize this opportunity to describe their proven capabilities in providing services similar to those outlined in this Sources Sought notice.�
