Description
Project: 9990-03 Facility Upgrades and Fulmer Project at Y-12 National Security Complex, Oak Ridge, Tennessee Introduction: Consolidated Nuclear Security, LLC, (CNS) is seeking interested parties to contract for the work required to upgrade enclosures, systems, and interior constructions in Building 9990-03 which is located outside the Protected Area (PA). The contract will also provide all necessary facilities for the installation of the Fulmer Project for follow-on process systems and equipment and auxiliary elements. CNS prefers one entity capable of performing all phases of the work including management, construction, miscellaneous demolition, procurement, ES&H oversight, Waste Management oversight and quality assurance. CNS understands that portions of the work may be executed through third tier contractors. CNS will schedule an informational meeting via Webex to share further details, exchange information and answer questions. All interested parties are encouraged to participate in the informational meeting. CNS will use the information obtained from this Expression of Interest and the informational meeting to structure a Request for Proposal (RFP). Background: The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS. General Scope Description: Includes, but is not limited to, the demolition of selected internal and external building components; waste size-reduction and disposition (segregation, packaging, labeling, transportation, and disposal) of generated debris; fluid draining; structural systems upgrades; rust removal; painting; equipment and material installation; excavation; installation of mechanical, electrical and civil materials and equipment; and site restoration activities. Work scope for this subcontract consists of two (2) scopes of work at the 9990-03 facility: Work scope associated with the Facility Upgrades will consist of the following (List may not be all inclusive): Installing all new accessory framing for systems/equipment support. Harvesting existing metal wall panels for reuse. Installing harvested metal wall panels (security fasteners). Providing repair closures to exterior wall panels (security fasteners). Installing sleeves for all exterior wall penetrations. Installing hangers to structure for all supported systems including piping, duct, and conduit. Installing exterior steel stud framing systems for new exterior wall panels and designated perimeter insulation. Installing new metal wall panels in areas of harvested metal panels (security fasteners). Installing utility poles for fence crossing including all associated hardware. Installing/spraying new insulating foam both interior and exterior (Wall Types 3 and 3A). Installing interior CMU partitions wire and metal lath for existing breach repairs. Installing/ spraying 15-minute flame barrier on foam insulation. Installing/ spraying 1-hour fire proofing barrier on underside of Second Floor deck. Installing/ spraying 1-hour fire proofing barrier in designated existing breach repairs. Installing interior CMU partitions prime and grout for existing breach repairs. Installing new metal wall panels on exterior walls (Wall Types 3 and 3A with security fasteners and includes necessary work with gutters and downspouts). The HVAC air handling equipment scheduled for the Second Floor equipment rooms must be moved into place before the new steel stud/gypsum walls (Wall Type 10) can be constructed. HVAC piping and electrical work for the Company self-performed work may be required during the Facility Upgrades project. Should these projects overlap, the Seller will be required to cooperate with the Company to allow access for this work. The balance of the work in the Facility Upgrades can proceed under normal practices. Work scope associated with the Fulmer project will consist of the following (List may not be all inclusive): The equipping and furnishing of identified material and equipment for Building 9990-03 after Facility Upgrades work has been completed and accepted by the Company. Following the Fulmer project work, the Company will execute a self-performed project that will include specialty equipment and services. Should these projects overlap, the Seller will be required to cooperate with the Company to allow access for this work. It is important to note that both scopes listed above will be managed and executed under one contract by the awarded contractor.
