MSIX Solicitations Industry Day Notice The U.S. Department of Education's (the Department) Office of Small and Disadvantaged Business Utilization (OSDBU) Office in conjunction with the Office of Migrant Education within the Office of Elementary and Secondary Education (OESE) is hosting a virtual Industry Day for parties interested in the Migrant Student Information Exchange (MSIX) solicitations on Wednesday, April 27, 2022, from 1:00PM - 4:00PM EDT. The MSIX system, a major Information Technology (IT) investment for OESE, is?a web-based platform?developed and maintained by the Department?in response to the statutory requirement that the Department link separate State migrant student records systems for the purpose of electronically exchanging, among the States, health and educational information regarding �all migratory children eligible for the Title 1 Part C � Migrant Education Program (Elementary and Secondary Education Act (ESEA) section 1308(b)(2)).? MSIX?consolidates student-level data on migratory children from?each of?the 46 States that currently receive MEP funds. �Historically, MSIX has been competed as one contract. However, for the upcoming re-competition of the MSIX contract there will be two solicitations: one full and open solicitation for the Operation and Maintenance (O&M) of the MSIX system and one set aside for small business solicitation for the MSIX Help Desk. This event will provide to potential offerors information about OESE�s goals for the two MSIX solicitations and recent changes. The following topics will be discussed: Overview of the MSIX Requirements and Procurement Strategy Capacity needed for MSIX O&M Requirement and the MSIX Help Desk Requirement Updates to the procurement timeline The importance of small business participation and teaming Q&A Attached are (draft notional) Performance Work Statements (PWS) for the two solicitations: (1) the MSIX O&M PWS and (2) the MSIX Help Desk PWS. These draft PWS documents will provide potential offerors information to formulate questions for Industry Day.� I addition, the draft evaluation factors are also included in the attachments and the Department is looking for feedback from industry on all of the attached draft documents.� Please note that you must RSVP to join the webinar.
