- Notice of Intent to Sole Source Solicitation Number: 36C77622Q0253 The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with Pacific Gas and Electric Company (PG&E) located at 245 Market Street, San Francisco, CA 94105 for the procurement of a Utility Energy Savings Contract (UESC) in support of the San Francisco Health Care Facility under the authority of 42 USC 8256, as implemented by FAR 6.302-5, Authorized or required by statute. PG&E is the only servicing utility of the which can provide demand-side energy management services under a single project at: San Francisco Health Care Facility, 4150 Clement Street, San Francisco, CA 94121 (VASF) Project Information: A UESC is a contracting vehicle that allows agencies to accomplish energy savings projects for their facilities without up-front capital costs and without special Congressional appropriations to pay for the improvements. Under a UESC contract, the selected UESC utility provider (Utility) will provide their own funding, provide financed funding, or a combination of their own and financed funding, for an energy conservation project that will be repaid from utility bill savings. The Utility will conduct a comprehensive energy audit to identify improvements that will result in energy savings. With coordination and approval of the Government, the Utility will design and construct an energy savings project and provide assurance that the improvements will result in savings sufficient to pay for the project. The Utility will also develop a savings assurance plan and arrange project financing. The project energy savings will be measured over the course of the financing period. The requirement at VAMCs listed above is for the utility to design, engineer, construct, commission and third-party finance if necessary, energy conservation measures (ECMs) including but not limited to: Chiller Plant Improvements, BAS, HVAC Upgrades, Lighting Improvements, Roof and Window Upgrades, Steam and Condensation Distribution, Motors and Drives, Distributed Power Generation, Energy/Utility Distribution Systems, Water and Sewer Conservation, Energy Cost Reduction Through Rate Adjustments, Renewable Energy Systems Solar PV, Advanced Metering, and EV Charging Stations. This notice of intent is not a request for competitive proposals. This notice will remain open for 10 business days.
