Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Santec USA, 433 Hackensack Ave., Hackensack, NJ 07601 for the purchase of one (1) tunable laser source with a gas cell reference to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) tunable laser source with a gas cell reference. The National Institute of Standards and Technology (NIST), Physical Measurements Laboratory (PML), Mass and Force Group performs research on optomechanical sensors and measurement methods.� Optomechanical systems being investigated use tunable laser sources continuously tunable between 1480 nm and 1640 nm for testing and calibrating interferometric measurement of mechanical motion. We require a tunable laser source with an atomic transition (gas cell) reference for long term stability to achieve our targeted measurement capability. A tunable laser source with a gas cell reference is an optical measurement tool with multiple programmable functions, minimally capable of two-way wavelength sweeps up to 200 nm/s speed with sub-picometer tunability, and absolute wavelength accuracy of at least 2 pm. The TSL 770 offered by Santec is the only laser that meets the requirements for the intended use of the laser to include providing a digital continuous front panel tuning of the wavelength. This feature is critical in the intended use of the laser to flexibly scan around optical cavity resonances when probing experimental systems and developing cavity locks. Without this feature, the requirement is for the user to develop control software to implement the requisite scanning; the success of such a development effort is not guaranteed and may result in the laser not being usable in its intended application. Santec USA is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. � *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
