- Synopsis:� Notice of Intent to Award a Sole-Source Contract Announcement Number: 1305M222Q00637 Project Title: Annual maintenance, service, upgrades and technical support for FG5 Absolute Gravimeter The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Micro-G Lacoste, Inc., using the procedures in FAR Part 13, to provide annual maintenance, service, upgrades and technical support for Government owned FG5 Absolute Gravimeter.� The National Geodetic Survey (NGS) has a clearly stated mission to �define, maintain and provide access to the National Spatial Reference System� (NSRS). This mission is founded in Congressional mandates and Executive orders and has been the basic mission of NGS since its inception as part of the Survey of the Coast in 1807. One critical component of the NSRS is the determination of �height��specifically ellipsoid height, orthometric height, and dynamic height�of any point in the United States or its territories. Because NGS defines these heights in the official datums of the United States, and because all federal mapping activities are meant to be based on these datums, NGS has the critical role of providing the foundational information for all federal mapping activities in the nation. Accurate gravity data is the foundation for the Federal government�s determination of heights. The NGS project, Gravity for the Redefinition of the Vertical Datum (GRAV-D), will be redefining heights nationwide via an extensive airborne gravity campaign. NGS requires an absolute gravity instrument (FG5) to provide absolute gravity measurements for tying relative airborne measurements to ground data.� Maintaining this specialized equipment is crucial in order for NGS to continue meeting its mission.� Micro-G Lacoste, Inc. is the manufacturer and sole service provider for its own manufactured equipment; therefore, no other sources are available.� The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334513, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a business size standard of 750 employees. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Randall Chatfield, randall.chatfield@noaa.gov All electronic correspondence shall have the subject line read:� Announcement Number: 1305M220Q00637. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which may be considered by the agency if received on or before 12:00 PM EST on May 5, 2022.� The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.� This notice will remain open from April 29, 2022 to May 9, 2022.
