All contractors must be registered and have an active and verified account in the System for Award Management (SAM) to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code 332312 is included in their profile prior to submission of offer. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are now located in System for Award Management SAM database at https://sam.gov/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from the date of initial submission and expire on an annual basis from the update to SAM. ATTENTION: DUNS TO UNIQUE ENTITY ID: Starting Monday, April 4, 2022, you can no longer see or use the DUNS Number anywhere in SAM.gov. The new Unique Entity ID will be the official governmentwide identifier used for federal awards. PROJECT�DESCRIPTION: This MATOC will consist of fabrication, refurbishment, and installation scope and the preponderance of the requirements for this MATOC is the fabrication and refurbishment of items. This MATOC is intended for medium to large, moderately complex, metal fabrication/refurbishment projects (projects estimated between $5M-$20M). The scope includes the following: FABRICATION METHODS: The Contractor will be required to provide and deliver new metal castings, forgings or built-up steel components; heat treated steel components; stress relieved components; stainless steel overlays, hard chrome overlays, various types of bushings and bearings; precise milling, turning, grinding, planning, slotting, and other machine work; and pressure vessel manufacturing and certification. Contractor shall be capable of supplying and delivering new or refurbished existing hydraulic cylinders, strut arm spring assemblies; structural steel or aluminum fabrication; welding and bolting of structural steels, castings, and forgings; galvanized coating, vinyl painting or other approved coating systems; and other operations that are necessary to provide complete products or parts that are necessary to the operation of the locks, dams and facilities of the Districts located in the Great Lakes and Ohio River Division. Coating or painting requirements may occur at the Contractor?s facility or at the Government facility and will be stated per applicable Delivery Order. FABRICATION PRODUCTS: The fabrication and/or refurbishment to be included under this contract may include, but is not limited to the following: miter gates, tainter gates, vertical lift gates, roller gates, flap gates, emergency gates, spillway gates, skin sheets, gate anchorages, lock bulkheads, dam bulkheads, emergency bulkheads, culvert bulkheads, culvert valves, stop logs, floating mooring bitts, bridges, jib cranes, spillway cranes, intake cranes, barge cranes, bulkhead cranes, intake screens, screen bars, hydraulic cylinders, open gears, gear boxes, hydro gantry cranes, tailrace gantry cranes, maintenance cranes, hydro headgates, and trash racks. The Contractor must provide secure and appropriate ventilated storage area for short-term storage of fabricated item(s) as required per Delivery Order. INSTALLATION: Installation of the above-mentioned fabricated components may include but is not limited to the utilization of marine equipment, land-based cranes and floating cranes to access the lock and dam, floating risk management facilities, and other facilities. Fabrications may be very large and have to be installed to close tolerances. Installation work may require refurbishment and/or removal and disposal of existing structures. Installation may also require removal of associated components, operating equipment, or structures to install fabricated parts, and subsequent replacement of those removed parts. Installation will be completed by skilled trades and will be subject to wage rates identified per Delivery Order, when applicable. Delivery Orders with installation scope may contain incidental construction and respective clauses, as applicable. SOLICITATION EVALUATION CRITERIA: In accordance with FAR 15.304(c)(1)(ii), the Government intends to award a contract to each qualifying Offeror. A qualifying Offeror is an Offeror that is determined to be a responsible source in accordance with FAR Subpart 9.1, Responsible Prospective Contractors, submits a technically acceptable proposal that conforms to the requirements of the solicitation, and the Contracting Officer has no reason to believe the Offeror would be likely to offer other than fair and reasonable pricing. FAR 15.304(c)(1)(ii) permits Contracting Officers to evaluate cost or price only at the delivery order levels, if the multiple-award contract under which the orders are being placed are for the same or similar services and a contract award was made to each and all qualifying Offerors. The Contracting Officer has confidence the Government will receive fair and reasonable pricing at the delivery order level. The award will be made based on the appropriate consideration given to the two (2) evaluation Factors: (1) Capacity and Capability and (2) Past Performance. To receive consideration for award, a rating of Acceptable must be achieved in both Factors.INQUIRIES:A bidder inquiry key is included in the solicitation. Questions regarding the solicitation must be submitted via Bidder Inquiry in ProjNet at: https://www.projnet.org/projnet/. PROPOSAL SUBMISSION TRANSITION TO PIEE SOLICITATION MODULE: The U.S. Army Corps of Engineers, Pittsburgh District, is in the process of transitioning to using the PIEE Solicitation Module for Electronic Quote/Bid/Proposal Submissions, to replace the use of DoD SAFE and email transmissions. The PIEE Solicitation Module provides a capability for secure, timestamped submission of contractor proposals, bids, quotes and was designed specifically to capture the documentation needed to memorialize the date and time of offer submissions, as well as to retain those files and the attendant time and date stamps. It supports large file sizes of 1.9 GB per file, with no limit on the number of files, as well as multiple file formats. Also, the module is integrated with the System for Award Management (SAM), Contract Opportunity, that contains the notices in accordance with Federal Acquisition Regulation Part 5 requirements. SAM solicitation notices will now contain an accessible link of the posting in PIEE. Solicitation attachments will no longer be included in SAM.gov; however, they will be available for download on PIEE in the Solicitation module. Also, the specific instructions on offer submission using the PIEE Solicitation Module will be included in the solicitation. You are highly encouraged to start your registration in PIEE for access to the Solicitation module application and set up an account. This will assist in streamlining the submission process for future Contract Opportunities issued by the U.S. Army Corps of Engineers, Pittsburgh District. To submit a Quote/Bid/Proposal in the PIEE Solicitation Module, a vendor must create or have an account with the Proposal Manager Role. Additionally, the users e-mail address in PIEE must match the e-mail address on file in SAM.gov. Your company must-1) Be registered with an active registration on the SAM.gov website. There is no cost to use SAM. It is MANDATORY that all vendors be registered on the SAM.gov website to receive contracts.2) Be registered in the Procurement Integrated Enterprise Environment (PIEE) for the Solicitation Module with the Proposal Manger role.
