Description
OVERVIEW THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. A Request for Quote (RFQ) or Request for Proposal (RFP) does not exist for this requirement. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and cannot be accepted by the U.S. Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to the sources sought notice. Respondents are solely responsible for all expenses associated with responding to this source sought. Responses will be used by the Government to make appropriate acquisition decisions. REQUIREMENT� Background. The Maritime Administration is working on multi-modal transportation and trade policies, including trade facilitation, bilateral technical assistance/cooperation in the Bay of Bengal with the governments of the region and various multilateral organizations. This includes developing free and open maritime order in the Indo-Pacific region as �international public goods�, bringing stability and prosperity for every country as well as securing peace and prosperity in the region. Purpose and Objectives. The purpose of the sources sought notice is to determine the interest level amongst businesses that have experience in the Indo-Pacific region economic and maritime history and goals. Project Requirement. The Maritime Administration will develop two (2) monthly newsletters that provide news and analyses about South Asia Maritime & Logistic Monitor and China Strategies in South Asia. Project Deliverable. Contractors are responsible for submitting Newsletters that address the following areas: South Asia Maritime and Logistic Monitor�- Since the strategically located Port of Colombo is a regional transshipment hub, this newsletter highlights the� regional�developments in the Maritime and logistics markets in South Asia and sector within the Bay of Bengal. China Strategies in South Asia��-�This newsletter will provide news and analyses on maritime trade, logistics, and infrastructure investments by China in South Asia and Bay of Bengal countries. Advocating for quality infrastructure and investment based on transparency, respect for international law and good governance, while maintaining a free and open Indo-Pacific. �PERIOD OF PERFORMANCE The anticipated period of performance for the award will be issued for the base period (2022-2023).� Two (2) options (2023-2025) will be available upon concurrent agreement between the contractor and the Government. RESPONSE REQUIREMENTS Interested parties shall submit a Capability Statement that consist and meet the following criteria: Company information - Company name, address, phone number, DUNS number and point of contact (name, phone, and e-mail). Must be in Microsoft Word, Microsoft Excel, or Adobe PDF format, 11-point font, Times New Roman font style and the entire document shall not exceed 10 pages in length. Include (a) work experience in Indo-Pacific region�s economic and maritime history and goals, (b) capability to perform the work and (d) prior completed projects of similar nature. DISCLAMER AND IMPORTANT NOTES � The Sources Sought does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. However, responses to this notice will not be considered adequate responses to a solicitation. � CONFIDENTIALITY � No proprietary, classified, confidential, or sensitive information should be included in the response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).� � OTHER If interested, please submit a capability statement demonstrating capacity to complete the requirement.
