SOURCES SOUGHT NOTICE 10th Contracting Squadron, United States Air Force Academy (USAFA), CO 1.� This announcement serves as a Sources Sought Notice (FA700022Q0048) issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10 for an upcoming acquisition at the United States Air Force Academy (USAFA). This sources sought is issued solely for information and planning purposes and does not constitute a solicitation or a commitment or obligation on the part of the Government to issue a solicitation. DO NOT submit a quote or proposal in response to this notice. Any information provided by industry to the Government as a result of this notice is voluntary. The result of this market research will contribute to determining the method of procurement. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. The Government will not pay for any information submitted in response to this notice. 2.� The purpose of this notice is to identify capable and qualified companies to provide a Portable Surveillance Camera System with the stated specifications to the U.S. Air Force Academy. The USAF Academy 10th Contracting Squadron is requesting information from potential providers of a Portable Surveillance Camera System. The North American Industry Classification System Code (NAICS) is 334220 and the small business size standard in number of employees is 1,250. 2.� All businesses capable of providing a Portable Surveillance Camera System are invited to respond. Interested small business vendors must reference their 8(a), HUB Zone, Women-owned, or Service Disabled Veteran status, if applicable. A firm fixed price contract is anticipated to be awarded. Interested contractors are encouraged to review the salient characteristics to gain an understanding of the requirement and provide feedback and questions. 3.� Delivery is FOB: Destination to USAF Academy, CO 80840. 4. The required quantity is one (1) Portable Surveillance Camera System meeting the following salient characteristics: System must cover five (5), outdoor/external construction site monitoring areas with a minimum of one (1) camera per area preferred Portable or movable Pan-tilt-zoom (PTZ) camera(s) to accommodate changes in monitoring requirements Power Requirements: Standard 120V and 60Hz AC, connected to base power, solar, or battery to transition power during zero or reduced solar activity Limited time operability on battery power Ruggedized housing for inclement weather conditions Minimum Ingress Protection (IP) 67 rating required Real-time high definition video with a minimum resolution of 720p (1080p or higher preferred) Capable of cloud based monitoring for immediate, live, 24/7 accessibility Video data captured via network video recorder (NVR) preferred Minimum 30-day cloud storage of recordings and security analytics Low-light conditions compatible, active IR, thermal imaging, and motion detection Minimum required security and safety analytics: Fence Guard, Video Motion Detection, License Plate reader, Loitering Guard, Object Analytics, Motion Guard, Perimeter Guard Compatible with all operating systems, all app systems, cellular phone, laptop, tablet or desktop Digitally encoded video that can be streamed to a variety of devices such as computers, tablets or cellular phones Installation: Delivery, set-up, installation, and system testing desired Documentation: Supply all customary documentation to support system operations Vendor supplied system maintenance, repairs, and future modifications and upgrades 5.� Response Instructions: All interested and qualified sources should respond no later than 1:00 PM MDT, 10 May 2022. �Questions and responses should be emailed to e-mail to melissa.staudacher@us.af.mil and sarah.vollbracht@us.af.mil with the following information: Vendor Information: Name of Company and Address, Point of Contact, Phone Number, E-mail Address, Website (if applicable) Business size status in relationship to the small business threshold of 1,250 employees and if applicable, Representation/Certification of small business socioeconomic status CAGE code and Unique Entity ID (SAM.gov) Are you the manufacturer or distributor of the item? Where is the Portable Surveillance Camera System manufactured? Where are the components manufactured? What is your lead-time for delivery? What are your payment/discount terms? Do you offer an educational and/or military discount to universities? If you require different terms and conditions than those normally used by the Government, what are your commercial terms and conditions? Please feel free to provide a copy of your terms and conditions for this type of work. What is your estimated cost for this requirement? You will not be held to this price, it is only for market research purposes. Are design, analysis, documentation, or any other items, included? Is the product Buy American compliant IAW DFARS 252.225-7001? Is the product considered commercially available off-the-shelf IAW FAR 2.101 and FAR 12.103? If not, is the product considered commercial? Comments and/or suggestions on the specifications are encouraged and can be included in your capabilities package 6. The John S. McCain National Defense Authorization Act for Fiscal Year 2019 (NDAA), Pub. L. 115-232, Section 889 (NDAA) prohibits the use of federal funds, including loan and grant funds, to obtain or acquire certain telecommunications technologies manufactured by certain entities or to enter into contracts with entities that use those technologies. Federal agencies are prohibited from obligating or expending federal funds to procure or obtain the following �covered telecommunications equipment or services�: Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities) For the purpose of public safety, security of government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by: Hytera Communications Corporation Hangzhou Hikvision Digital Technology Company Dahua Technology Company Or any subsidiary or affiliate of such entities Other entities identified by the Secretary of Defense 7.� All items and components must be made and manufactured in accordance with DFARS 252.225-7001, Buy American and Balance of Payments Program.� All potential offerors are reminded, in accordance with FAR 52.212-4(t), System for Award Management, that the lack of registration in the System for Award Management (SAM) will make an offeror ineligible for contract award.
