- Notice of Intent to Award Sole Source - ColorSave XT Statistics Software Upgrade The Bureau of Engraving and Printing (BEP) Office of Acquisition, on behalf of the Officer of the Chief Procurement Officer (OCPO) at the Western Currency Facility (WCF), intends to award a sole source contract for ColorSave X Statistics Software Upgrade on six (6) Simultan presses. The Government intends to award a sole source contract in accordance with FAR Subpart 6.302-1(a)(2), ""Only one responsible source and no other supplies or service will satisfy agency requirements."" Anticipated delivery date is 31 May 2022. The ColorSave XT software was installed on the Offset presses at both the D.C. facility (DCF) and Western facility (WCF) in 2017 under contract 2031ZA17C00193. This software provided BEP with Koenig & Bauer�s (KBA) color inspection system that integrated the inspection system and replaced obsolete press control systems to support in-process quality inspection of all printed sheets. � The new ColorSave XT statistics software will upgrade existing equipment at the BEP to meet the need for inline inspection at the Offset printing phase of product manufacturing as well as extend the life of electronics on the existing machinery. The existing equipment, available only from the original equipment manufacturer (OEM), is well within its intended operational lifespan. Upgrades will allow BEP to further extend the equipment intended lifespan and obtain even greater efficiencies. The OEM has the technical capabilities to perform the required upgrades within the required timeframe. The components and technical expertise needed to perform the upgrades are currently available only from the OEM. The required upgrades support BEP�s requirement to include in process quality inspection of all printed sheets at each step along the production process and eliminate off-line examination and sorting of good and unacceptable currency sheets. The proposed upgrades also support minimization of additional handling of the product thus reducing required labor and machinery needed for offline inspection. These upgrades will provide similar capability to the ColorSave XT statistics with integrated ColorCheck inspection modules installed on Super Simultan V press acquired under BEP contract TEPJ13-01517. These upgrades are also similar to the electronics/electrical upgrades carried out on Currency Overprinting and Packaging Equipment (COPE) machines under contract TEPJ14-01538 and 2031ZA17C00193. This notice of intent is not a request for competitive offers/quotes/proposals. A determination not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will not be posted. Tobe considered, responses must be received no later than 4:30 P.M. CST 11 May 2022. Additionally, interested sources must be registered and currently active in the System for Award Management (SAM), found at https://www.sam.gov.
