- W912DS-22-B-0015, South Shore of Staten Island (SSSI) Coastal Storm Risk Management Project in Richmond County, New York The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids (IFB) solicitation package seeking to award a firm fixed price contract for the construction of the South Shore of Staten Island (SSSI) Coastal Storm Risk Management Project in Richmond County, NY that will provide critical coastal storm risk management to the highly vulnerable communities of Staten Island. The overall project alignment spans 5.3 miles along the Raritan Bay from Fort Wadsworth to Oakwood Beach. The alignment generally consists of three typical structures: 3,400 feet of earthen levee, 1,800 feet of floodwall, and 22,700 feet of buried seawall/armored levee. These structures are supplemented by interior drainage improvements including excavated ponds, new tide gates and other gate chamber and culvert structures. The scope of work for this solicitation includes the following:� Construction of two (2) large interior drainage ponds (detention basins) connected with an open channel culvert; Construction of various stormwater drainage structures: box culverts, several junction chambers, sluice gates, weir chambers with flap gates, nine (9) inlets for future stormwater inlets; Relocation of two (2) existing sanitary sewers. The magnitude of this contract is between $50 million and $100 million.� Duration of construction will be approximately 47 months after Notice to Proceed. Notice to Proceed is anticipated to occur approximately in September/October 2022. This project will be competed using full and open Unrestricted competition. It is anticipated that an IFB will be issued in or around late July 2022 and the Bids will be due on or about 30 days later. The Specifications will be posted electronically via the Contract Opportunities at SAM.gov. The applicable North American Industry Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction.�� The Small Business size standard for this code is $39,500,000. Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room� 16- 300, 26 Federal Plaza, New York, NY 10278-0090.� All questions must be submitted in writing via email to the Contract Specialist.� The media selected for the issuance of this solicitation and amendments shall solely be at the discretion of the Government; accordingly, the medium utilized for this project is the Internet.� Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at https://www.SAM.gov/portal/public/SAM/, and Contract Opportunities, located at�https://www.SAM.gov/, in order to safeguard acquisition related information for all federal agencies. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD{AT&L}), A Guide to Collection & Use of Past Performance Information dated 2003, and Federal Acquisition Regulations (FAR) Part 36 require the collection and use of Past Performance Information (PPI) in acquiring best-value goods and services. FAR Subpart 36.3 and DFARS Subpart 236.2 mandate the use of Construction Contractor Appraisal Support System (CCASS) by all DoD agencies for construction contracts greater than or equal to $650,000 or more than $10,000 if the contract was terminated for default.
