- Description
- The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Material Measurement Laboratory (MML), Materials Measurement Science Division (MMSD), intends to negotiate on a sole source basis with Cameca Instruments, Inc. of Madison, WI, for an ultra-high sensitivity ion mass spectrometer system. The National Institute of Standards and Technology, Materials Measurement Science Division, conducts research on the development of innovative metrologies and measurement protocols for high precision isotopic analyses of bulk and particulate materials. Mass spectrometry is used to make isotopic measurements of ions produced from a sample. The precision necessary for meaningful actinide isotopic measurements require a mass spectrometer with high mass resolution to eliminate mass interferences and high sensitivity detectors to detect low abundance minor isotopes. MMSD currently operates an LG-SIMS instrument in support of NIST/MMSD programmatic missions. The original instrument is over 20 years old and was last upgraded in 2008. MMSD�s LG-SIMS is approaching obsolescence and must be replaced to continue the NIST mission and to continue support to an external agency, with whom NIST has collaborated with for several years, to provide improved metrology methods, quality control recommendations, test materials, and data analysis expertise related to LG-SIMS analyses. The external agency relies on the MMSD to provide technique development, measurement methods, standards for quality control, and data analysis tools to support their network of laboratories and accomplish their mission. The replacement instrument must provide a high brightness ion source, a spectrometer with high transmission at high resolution, and a high dispersion multicollection detector with a low noise threshold. �A better noise threshold on the multicollection detectors, lower by 2x than the typical threshold of <4 x 10-16, would allow for improved detection of minor isotopes that would be investigated for use as novel age dating chronometers and contribute to research areas that would benefit from ultra-sensitive isotopic analyses, e.g., semiconductors, forensic science, geochronology, and terrestrial/planetary science. The Government intends to contract with Cameca Instruments, Inc. for the purchase of Cameca�s IMS 1300-HR? ultra-high sensitivity ion mass spectrometer system, including installation, training, warranty, as well as separately priced option line items for a factory acceptance test visit (by the Government) and a service contract. Sole Source Determination is based upon the following: Cameca Instruments has been and continues to be recognized as the principal manufacturer of LG-SIMS instruments. Cameca�s new IMS 1300-HR?, the next generation LG-SIMS, has built upon the technological success of and lessons learned from previous models. In order to maintain measurement compatibility for continuity of program support both within the MMSD and with NIST�s external agency partner, purchase of the Cameca IMS-1300-HR? is required. The IMS-HR? has specific performance characteristics and the required measurement compatibility necessary for NIST to meet the minimum needs of its external agency partner, have the capability to produce and share data with a network of laboratories �that operate this same instrument, and expand NIST�s own internal measurement protocols. The Cameca IMS-1300-HR? is a very sophisticated and complex system that Cameca has spent decades innovating and improving. All technology, hardware and software are proprietary to Cameca. Cameca is the sole manufacturer and distributor of the system. Cameca has no authorized resellers. This notice of intent is not a request for competitive quotations; however, responses received by May 17, 2022,�will be considered by the Government. Any party responding to this notice must provide clear and specific evidence of their capabilities and documentation of the performance capabilities of the equipment the party would propose to deliver. A determination by the Government to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to compete this requirement.
