- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). Institute of Mental Health (NIMH) intends to negotiate on a sole source basis with The University of Oxford, Journal of Infectious Diseases, 198 Madison Ave, Floor 8, New York, NY 10016 � NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 511120 � Periodical Publishers with a Size Standard of 1,000 employees. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases NOT exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2022-05 dated March 07, 2022. � DESCRIPTION OF REQUIRMENT Journal supplement to be published in the Journal of Infectious Diseasest that will feature broad review articles focused on state of the science in the areas of Pathogenesis, NeuroImaging, Co-morbidities, Neuropsychiatry and Machine learning Data Science based on symposium sessions and discussions. The supplement will feature a broad review of NeuroHIV related work by leading investigators all across the globe, focused on the state of the science that can aid in understanding the biologically-distinct disease phenotypes of CNS complications in people living with HIV and also capture the heterogeneity of CNS outcomes observed in this patient population. Specific review articles to be published in the journal will focus on state of the science in the areas of Pathogenesis, NeuroImaging, Co-morbidities, Neuropsychiatry and Machine learning Data Science. Other contributions to the supplement will include commentaries by experts in the NeuroHIV field highlighting the need for Biotypes based approaches to comprehend the heterogeneity of CNS outcomes in people living with HIV and the key research priorities in the field of NeuroHIV related to understanding the mechanisms of CNS dysfunction in people living with HIV. The Journal of Infectious Diseases issue will include up to 8 manuscripts. All articles submitted for consideration for the Issue shall be peer reviewed according to the Journal�s normal standards. Editorial decisions will be made based on the Journal�s normal standards including merit, scientific validity, methodological rigour, quality and scope. The Editors-in-Chief shall retain overall editorial control of the issue content at all times. The Editors-in-Chief may request changes, corrections, rejections or withdrawals where articles do not meet Journal standards, both prior to and post-publication.� The contractor shall be responsible for all communications with authors submitting manuscripts for publication in the Theme Issue. Articles shall be prepared according to the �Instructions for Authors� as detailed on the Journal�s website. Anticipated Period of Performance: June 06, 2022 � June 05, 2023 Contract Type: A firm-fixed price type contract is planned for this acquisition CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted in accordance with FAR part 10. Accordingly, it is determined that the services required is only available from one source, and competition is precluded for the reasons indicated below. Oxford University Press is the exclusive publisher of the Journal of Infectious Diseases (JID) Published continuously since 1904, The Journal of Infectious Diseases (JID) is the premier global journal for original research on infectious diseases. �The journal publishes work focused on microbiology, immunology, epidemiology, and related disciplines, on the pathogenesis, diagnosis, and treatment of infectious diseases; on the microbes that cause them; and on disorders of host immune responses. JID is an official publication of the Infectious Diseases Society of America. The journal publishes original research articles, brief research reports, and critical literature reviews. Open Choice enables access by anyone with an internet connection, immediately on publication. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
