- The Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), Center for Cancer Research (CCR), Surgical Oncology Program plans to procure, on a sole source basis, a preventative maintenance plan for one (1) Government owned Leica STELLARIS 8 White Light Laser Spectral Confocal System from: Leica Microsystems Inc. 1700 Leider Lane. Buffalo Grove, IL 60089 The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is (811219) for which the small business size standard is $22.0 million. To NCI�s knowledge, Leica Microsystem�s is the Sole Source for parts and services for the Leica STELLARIS 8 White Light Laser Spectral Confocal Systems. Given the highly complex nature of the equipment, as well as the proprietary nature of the systems components no other vendor can provide the necessary certified technicians and replacement parts needed to provide the required maintenance services. It�s critical that this equipment be calibrated and maintained to the manufacturers specifications, thus ensuring optimal system performance and reliability. Any deviation from manufacturers specifications could jeopardize system operations and accuracy, as well as put samples at risk if equipment is�rendered ineffective for a prolonged period of time, thus placing the Surgical Oncology Program�s various research efforts at risk as well. This notice is not a request for competitive quotation. However, if any interested party, especially a small business, believes it can meet the above requirements, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. All responses and questions must be sent via email to Contract Specialist, John Russell, at john.russell3@nih.gov by no later than 1:00 PM EST, on Thursday, May 12, 2022 (5/12/22). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must be registered and have valid certification through SAM.GOV.
