- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both SAM.gov and NECO (https://www.neco.navy.mil/). The RFQ number is N00604-22-Q-4042. This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-05 and DFARS Publication Notice 03/22/2022. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 485510 and the Small Business Standard is $16.5M. The proposed contract is a competitive, unrestricted action. The NAVSUP Fleet Logistics Center, Pearl Harbor requests quotations from qualified NAVSUP FLCPH Bus Service BPA sources capable of providing the following services which will result in a Firm Fixed Price (FFP) call. If qualified sources do not currently hold a Bus Service BPA with NAVSUP FLCPH, and are interested in submitting an quote, please contact the Bus Service BPA administer Contracting Specialist Carter Garrison at 502-905-4838 or by email: richard.c.garrison.civ@us.navy.mil. CLIN 0001 - RIMPAC Bus Shuttle Services Phase 1 QUANTITY AND UNIT OF ISSUE IS (1) GROUP - POP 26 June 2022 - 04 August 2022 The contractor(s) shall provide the required number of 55-passenger buses identified on attachment 1 for each hour and day. The required number of buses will continuously run between multiple stops at Joint Base Pearl Harbor-Hickam (JBPHH) and the Hale Koa Hotel. The buses will pick up US military personnel at the stop locations on JBPHH in the following order before heading to the Hale Koa Hotel: 1. Scott Pool, BLDG 1511 Club Rd. JBPHH 2. Merry Point Landing Parking Lot, JBPHH 3. Post Office Parking Lot, 1025 Quincy Ave, JBPHH 4. Berths F12 and 13 Parking lot, Ford Island, JBPHH 5. NEX Tent and Beer Garden 6. Hale Koa Hotel, 2055 Kalia Rd., Honolulu HI, 96815 The first run of buses will begin at 0900 on 26 June 2022 with continuous runs as mentioned above. See attachment 1 for bus schedule. The final round trips run for this phase will leave at 2400 on 04 August 2022. The following attachments apply: ATTACHMENT 1: Bus Schedule ATTACHMENT 2: FAR Provision 52.212-3 with Alt and FAR Provision 52.204-24 ATTACHMENT 3: Clauses, Provisions and Wage Determination ATTACHMENT 4: Pricing Sheet Period of Performance: 26 June 2022 - 04 August 2022 Inspection: unless otherwise specified in the order, the contractor is responsible for the performance of all inspection requirements and quality control. Method of payment will be by Wide Area Work Flow (WAWF). FAR 52.212-1 is applicable. Quoters are reminded to include a completed copy of FAR 52.212-3 Alt I and 52.204-24 with their quote submission. Failure to return these provisions may result in your quote being deemed unresponsive. 52.212-3 Reps and Certs Alt 1 instructions: If your annual representations and certifications are current in the System for Award Management (SAM) complete only paragraphs (b) (on page 4) by filling out N/A in paragraph b. Or provide a statement that your Reps and Certs in SAM are up to date. 52.212-2 Evaluation-Commercial Items. (Oct 2014) (a) The Government will award contracts resulting from this solicitation to the responsible vendors whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: 1) Price; and 2) Technical Acceptability Price is a significant factor in the evaluation of quotes, and the final contract award will be based on a combination of the lowest priced technically acceptable and availability to fulfil the required schedule as follows. The Government reserves the right to make multiple, partial awards to completely fill this requirement. To be considered technically acceptable, the quoters must quote on all time slots that they have capacity for in Attachment IV of this solicitation with the required 55 personnel tour bus. The Contracting Officer will rank quotes from lowest to highest price per hour for each date of service, and review the technical quotes to determine technical acceptability and the number of hours of the schedule that the quoter can meet. If the lowest priced quote is technically acceptable and can meet all of the bus requirements identified in Attachments I and IV then award will be made to the lowest priced quote. If the lowest price technically acceptable quote does not provide sufficient quantities for the requirement additional awards will be made to the next lowest priced responsible quoter(s) submitting a technically acceptable quote to fill the remainder of the requirement. Thus, the Government may award more than one BPA call or purchase order to the responsible quoters in response to this solicitation. The Contractor shall provide an on island point-of-contact (POC) for coordination purposes. This announcement will close at 1600 HST on 12 May 2022. Registration is free and can be completed on-line at http://www.sam.gov/. Question Submission: Interested quoters must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions shall be submitted no later than, 10 May 2022 at 1100 HST. Questions received after this deadline will not be considered. All quotes shall include price(s), a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. Oral quotes will not be accepted. End of Combined Synopsis/Solicitation
