Description
The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to negotiate and award a Firm Fixed-Price (FFP) delivery order under the Basic Ordering Agreement (BOA) N00019-18-G-0022 on a sole source basis to Zenetex, LLC, 13800 Coppermine Road, Herndon, VA 20171. The anticipated delivery order placed under this BOA will provide for Harpoon Interactive Tactical Employment Training System (HITTS) software simulator, HITTS, a Harpoon Tactical Employment Training Course (HTTC), and a Harpoon Weapons System Tactical Employment Manual [HAWSTEM] National Appendix (HNA). The delivery order will also include option pricing for COTS laptops and training. Contract award is anticipated for the fourth quarter of fiscal year 2022 and is anticipated to be for a base period of twenty six months. Subcontracting opportunities may be available and should be sought with Zenetex at Edie Fiske edie.fiske@vectrus.com at the following address: Zenetex, LLC., 13800 Coppermine Rd, Suite 307, Herndon, VA 20171-6163. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Please copy NAVAIR on any capability statements provided to Zenetex to the attention of John Barr (john.m.barr1.civ@us.navy.mil). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Zenetex, LLC. is the sole designer, developer and manufacturer of the Harpoon Tactical Training Program and has past history in designing, developing, and modifying a variety of Harpoon training systems, including the Harpoon Embedded Trainer, Harpoon Employment Training Aid, and Submarine Embedded Trainer. Zenetex developed Harpoon Block II Missile training systems at their own expense, so the Government has restricted rights to the software. Accordingly, Zenetex, LLC. is the only known, qualified, responsible source that can fulfill the requirements herein. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
