Description
Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) anticipates a contract requirement for limited manufacture, assembly, and test of the Common Processing System (CPS) equipment, spares, and associated technical services. The SOW also defines the efforts required to provide AN/UYQ-107 variants CPS Ordnance Alteration (ORDALT) Kits and related procurements, products, installation and harvesting services to the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme California. Additionally, the SOW defines the efforts required to provide Engineering Services, Supportability and Life Cycle Support and related procurements to NSWC PHD. Responses to this sources sought will be utilized to determine if there are multiple sources capable of performing this requirement.� Additionally, responses will further be utilized to determine if Small Business set-aside opportunities exist.� The primary North American Industry Classification System (NAICS) code for this procurement is 334111 with a Size Standard in number of employees of 1,250. The anticipated performance period will span five (5) years which will include a 12-month base period and four 12-month option periods. The contract will be Cost-Plus Fixed Fee (CPFF) and Firm-Fixed-Priced.� It is anticipated that the Request for Proposal (RFP) will be issued in February 2023. It is requested that all interested large and small business concerns including but not limited to HUBZone, 8(a) Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB) and Service Disabled Veteran Owned Small Businesses (SDVOSB), respond with a Capability Statement of a maximum of 20 pages that demonstrates the interested party�s capability to perform the requirements.� Interested small business concerns must identify their small business socio-economic categories.� The Capability Statement shall succinctly address the following three items to demonstrate the contractor�s capability to perform the requirements of the attached draft Statement of Work (SOW):� (1)� The contractor�s ability to manage, as prime contractor, the types and magnitudes of tasking in the SOW; (2) The contractor�s technical ability to perform the requirement.� For Small Business set-aside determination purposes, also include the contractor�s technical ability to perform, or potential approach to achieving technical ability to perform, at least 50% of the cost of the contract incurred for personnel with its own employees; (3) The contractor�s capacity, or potential approach to achieving capacity, to conduct the requirements of the SOW.� For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. Demonstration of the ability to manage, technical ability, and capacity may include describing the same or similar relevant performance; however, this does not limit the interested parties� approach to demonstrate their capability. In addition to addressing items (1) � (3) as stated above, interested concerns are requested to address the following specific requirement.
