- USACE St. Louis District Dredge Potter Subsistence This is a Sources Sought Notice solely for information and planning purposes only.� This Sources Sought neither constitutes a Request for Quotes (RFQ), Invitation for Bids (IFB), or Request for Proposals (RFP), nor a promise to issue a future RFQ, IFB, or RFP. It does not constitute a solicitation and shall not be construed as a commitment by the Government to contract for any supply or service. The U.S. Government is not seeking quotes or bids at this time and will not accept unsolicited proposals in response to this sources sought notice. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. USACE - St. Louis District (MVS) is issuing this sources sought synopsis as a means of conducting market research to identify multiple Businesses with the interest and resources to enter into a Blanket Purchase Agreement (BPA) for Subsistence. St. Louis District anticipates placing multiple weekly subsistence orders valued between $5000 and $10000. Call Orders for requirements under the BPA would include but not be limited to the General Statement of Work as specified herein. Call Order Limit: $250,000 A.)�� Work Statement � Dredge Potter Subsistence: General The Dredge Potter requires regular, weekly grocery deliveries during the annual dredging season (typically July through December). Groceries shall be delivered directly to the Dredge Potter by contractor provided motor vessel.� All perishable items must be of sufficient quality and freshness to maintain a shelf life of not less than seven days, utilizing industry standard storage methods, to mitigate spoilage. All perishable items may not have an expiration and/or �best used by� date of less than 7 days from date of delivery. Contractor shall make a reasonable effort to ensure that non-perishable and dry storage, bulk items are of recent production and have an expiration and/or �best used by� date of not less than 30 days from date of delivery. The attached �Grocery List� is an example of typical item types that may be requested. Conditions of Operation The Contractor must be able to consistently provide transport of goods by ground and waterway to M/V Dredge Potter at any point listed in section 4 �Delivery�.� The Contractor shall travel to public or otherwise accessible boat launch (preferably in closest proximity to the dredge). The contractor shall maintain communication with the Dredge Potter once under way from launch location and coordinate appropriate tie-off location upon arrival. The Government shall assist with offloading goods from contractor vessel by way of crane and basket. Government employees may or may not board contractor vessel during the process of offloading. The Contractor shall comply with all applicable maritime safety and regulatory requirements IAW local, state, and United States Coast Guard guidelines, for both personnel and equipment. Inspection/Acceptance The government shall conduct inspection of purchased goods as they are offloaded from the crane basket to Dredge Potter. In the event that items are found to be damaged, expired, show signs of improper storage (e.g., failure to maintain proper temperatures during transport), evidence of presence of insects, rodents or other pests, or other defects that may impair the ability to use the goods as intended or may cause the goods to be unfit for consumption, the government may refuse those items and seek credit from the contractor. In the event that the aforementioned defects affect a significant portion of the food order, the government may refuse those items and request that they be replaced (like in kind and quality or government approved substitute) within 72 hours, at no additional cost to the government. Delivery Location: M/V Dredge Potter operates on the Mississippi and Illinois Rivers. Delivery location will primarily be within following stretches of river but may occasionally extend north into USACE Rock Island District or south into USACE Memphis District as mission dictates. Mississippi River - Mile 300.0 (Saverton, MO) to Mile 0.0 (Cairo, IL). Illinois River - Mile 0.0 (Grafton, Illinois) to Mile 80.2 (La Grange Lock and Dam). Schedule: The Contractor shall have the means to consistently make deliveries within 7 days of request by an authorized government representative. Approximate time and location of delivery shall be coordinated between the crew and the contractor at least 24 hours prior. Time of delivery shall typically be between the hours of 0800 � 1700 M-F but may take place outside of these hours if previously coordinated and mutually agreed upon by the government and contractor. Transportation All transportation expenses from contractor point of origin to Dredge Potter shall be borne by the contractor. This includes, but is not limited to, motor vehicles, motor vessels, refrigeration equipment, labor, fuel, insurance, etc. The Contractor shall ensure that motor vessels operated in execution of this requirement are of sufficient size and adequately powered, and the operator(s) are properly licensed to navigate the Illinois and Mississippi Rivers safely. B.) �Capability Statements: Note: Under capability statements below, in addition to listing general experience, specifically include a listing of any USACE contracts on which you demonstrated the required capability. Explain your experience with commercial grocery delivery directly to motor vessels on inland waterways. Explain your experience with transportation of perishable and non-perishable food items as it relates to local, state and federal health guidelines.
