- Description
- This is a Request for Information (RFI) to determine availability of qualified contractors to support the C-17 Training Systems (TS) beginning in 2024 with the potential of a period of performance of up to 10 years. This is not a request for proposal (RFP) or solicitation of offers of any kind.� Any costs incurred pursuant to receipt, review or response to this RFI is entirely the responsibility of the responding firm/entity.� The Government will not reimburse any firm for costs they may incur in relation to or arising from this RFI.� Only non-classified information shall be provided in your response. �The Government may reproduce copies of submitted information as necessary to facilitate its review thereof. Additionally, this RFI will help the Government determine the availability of commercial items, as defined in Federal Acquisition Regulation (FAR) 2.101�Definitions and the availability of Small Businesses capable of satisfying the Government�s requirements at fair and reasonable prices.�� This information will help the Government devise an appropriate acquisition strategy relative to degree of competition, set-asides, etc. Responding firms are requested to address prospective teaming arrangements, including a description of similar arrangements used in the performance of Government and commercial contracts during the past five years. Responses should delineate between the work that will be accomplished by the prime and the work that will be accomplished by the teaming partners. PROGRAM DETAILS: Under the C-17 TS Sustainment Contract, the contractor will provide aircrew instruction (in Aircrew Training System (ATS) devices only), develop, maintain, and update Air Education and Training Command (AETC) courseware (for ATS��devices only), implement a Cybersecurity Program, perform Contractor Logistics Support (CLS) services for ATS and Maintenance Training System (MTS) devices, perform concurrency and obsolescence modifications, and conduct training in aircrew training devices to produce certified aircrew members�. Contractor Logistics Support Services for Aircrew Training System devices also will include supporting devices in a networked Distributed Missions Operations (DMO) network environment.� The contract may include providing the same services for Foreign Military Sales (FMS) case countries, e.g. the Commonwealth of Australia�s Royal Australian Air Force (RAAF) and the North Atlantic Treaty Organization (NATO) Mobility Program (NAMP) in Papa, Hungary. The contract will also include instruction of foreign partners in United States Air Force (USAF) ATS devices.� The Government is considering incorporating into the scope of the contemplated contract recapitalization of the C-17 TS device fleet and procurement of new Federal Aviation Administration (FAA) Part 60 certified Air Vehicle Systems (AVS) or acquisition of part task trainers to meet training objectives. New trainers are expected to be designed using a Modular Open Systems Approach (MOSA), using open system architecture with severable modules and Models Based System Engineering (MBSE) models.� New AVSs are expected to be designed and produced so that they incorporate minimal proprietary data.� Systems, components, material, items, etc. that would incorporate proprietary data are expected to be redesigned, at Government expense, so that the Government obtains unlimited data rights.�Actual aircraft parts that are currently being used on the devices are expected to remain as actual aircraft parts on the new AVSs. Currently, the C-17 TS Program includes 16 USAF locations and one FMS location. The ATS devices are located at Joint Base Lewis-McChord, Washington; Travis Air Force Base (AFB), California; March Air Reserve Base (ARB), California; Joint Base Elmendorf-Richardson, Alaska; Wright-Patterson AFB, Ohio; Joint Base Pearl Harbor-Hickam, Hawaii; Jackson Air National Guard Base (ANG), Mississippi; Joint Base, Charleston, South Carolina; Dover AFB, Delaware; Joint Base McGuire-Dix-Lakehurst, New Jersey; Altus AFB, Oklahoma; Stewart ANGB, New York; Shepherd Field ANGB, West Virginia; Memphis ANGB, Tennessee, Charlotte ANGB, North Carolina; Pittsburgh Air Reserve Station, Pennsylvania; and RAAF Base Amberley, Australia. One ATS device is temporarily located at the incumbent contractor�s facility for prototyping of modifications to be installed on the remainder of the fleet. See attached C-17 Device List for the types and number of ATS devices located at each location. The MTS devices are located at Joint Base Lewis-McChord, Washington; Travis AFB, California; Joint Base McGuire-Dix-Lakehurst, New Jersey; Jackson ANG Mississippi; Joint Base Charleston, South Carolina; Joint Base Elmendorf-Richardson, Alaska; and RAAF Amberley, Australia. See attached C-17 TS Device List for the types and number of MTS devices located at each location. For the C-17TS, the contractor must possess the capability to provide: 1) overall program management; 2) aircrew instruction; 3) training devices� contractor logistics support; 4) training system services; 5) quality assurance, integration, cybersecurity and test support activities necessary to manage and support the C-17TS; 6) transition support, on a non-interference basis to training, to the successor contractor during a 90 - 120 day transition period at the end of the contract period is required; and 7) perform concurrency and obsolescence modifications. The Government anticipates the contract period of performance to be a 10 years, comprised of a one-year base period and nine, one-year option periods. Anticipated contract award is 1st quarter of CY24.� Anticipated Contract Line Item types are as follows: Firm-Fixed-Price (FFP):� Program Management, Instruction/Training, CLS, Training System Support Center (TSSC), Change Management, Engineering Change Proposals (ECPs), Contract Change Proposals (CCPs), Change Management, and Transition.� However, Concurrency and Obsolescence, ECPs, CCPs, and other modifications may be negotiated and awarded as other contract types, e.g. Cost Plus Fixed Fee (CPFF), Fixed-Price Incentive Firm Target (FPIF), etc. depending upon the specific requirement and acquisition circumstances. Scope includes hardware, software, and courseware modifications/upgrades. Describe your company's internal process flow/map for responding to multiple Requests for Proposals (RFPs) for ECPs simultaneously, to include milestone timelines, method for addressing RFP concerns, subcontractor(s) coordination and TINA compliance.� Provide applicable case examples to show qualified proposals (within the last 3 years), with overall proposal turnaround times. Describe your company's approach to hiring and maintaining instructor staffing at all sites, and specifically at the Formal Training Unit (FTU) at Altus AFB, OK to meet on time graduation rates per FTU course and site student throughput requirements. Additionally, please describe contracting incentives that would facilitate attracting and maintaining a qualified instructor workforce at Altus AFB to mitigate competition with the commercial airlines.
