- GENERAL: Indian Affairs (IA) will be soliciting proposals from Indian-owned Small Business Economic Enterprises (ISBEEs) having the capability to perform the work described below. This is a PRESOLICITATION NOTICE only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents to be issued on or after the date listed below. It is anticipated that a solicitation will be issued via this announcement on or around May 20, 2022 on www.sam.gov. The solicitation will use the Two-Phase Design Build selection process with an advisory down-selection, and responses for Phase 1 will be due approximately 30 days or more following the issuance of the solicitation, once posted. Actual proposal receipt date will be established at the time solicitation documents are available. The entire solicitation package and all attached documents will be available in Adobe PDF and/or Microsoft Word. Any specifications and drawings will be available in Adobe PDF and/or Microsoft Word. PROJECT DESCRIPTION: The C-MAC will encompass a wide range of Design-Build (DB) and Design-Bid-Build (DBB) projects that include, but are not limited to: new construction; offsite design build construction*; offsite construction (modular construction)**; demolition, repair, alteration, and renovation of buildings; systems and infrastructure; and, may include civil, structural, mechanical, electrical, fire protection, and communication systems. Types of facilities to be constructed include but are not limited to: educational, detention, medical, administrative, industrial, operational, maintenance, warehouses, communications, personnel support, recreation, lodging, dormitory, training, ranges, and roads. The selected contractors will be responsible for all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation to perform the services described in the drawings and specifications for each individual project. IA is targeting fifteen (15) Indefinite Delivery Indefinite Quantity (IDIQ) contracts to be awarded to qualified offerors. The total price for all contracts combined will not exceed $1,500,000,000.00 ($1.5 billion) for the five-year life of the contracts. Most projects awarded on this C-MAC will have an estimated construction cost of approximately $5,000,000.00 to $30,000,000.00; however, smaller and larger dollar value projects may be considered. The Government anticipates that several projects under the C-MAC will be in $65,000,000.00 - $100,000,000.00 range. DEFINITIONS: * Off-Site Design Build Construction: This is construction delivered through the design-build process that makes maximum use of modular construction techniques to deliver the final product on significantly faster timelines, of consistently high quality, and measurably below traditional Design-Bid-Build conventional construction costs. **Off-Site Construction (Modular Construction): Construction involving the use of factory-produced pre-engineered building units that are delivered to site and assembled as large volumetric components or as substantial elements of a building. PROJECT LOCATION(S): Work may be located across the Continental United States, Alaska, and Indian Country. SET-ASIDE TYPE: This is a competitive ISBEE set-aside acquisition. All responsible ISBEEs may submit a proposal for consideration in accordance with these and other terms and conditions of the anticipated solicitation. NAICS CODE: The primary NAICS Code for this project is 236220, Commercial and Institutional Building Construction with a small business size standard of $39.5 Million. DURATION: The C-MAC will be awarded for a five (5) year period starting on from the actual date of award.
