- Description: On or about June 8, 2022 an Invitation for Bid (IFB) will be issued for repair Bldg. 113 for Fuel Cell on the 134th Air Refueling Wing at McGhee Tyson Air Base located in Louisville, TN. The contract duration will be approximately 365 days after issuance of the Notice to Proceed (NTP). The solicitation will be a Total Small Business Set Aside. The North American Industry Classification Code (NAICS) is 236220 with a small business standard of $39,500,000.00 The estimated constructions costs of this project will be between $5,000,000 and $10,000,000.00 A pre-bid conference/site visit will be held on or around June 17, 2022 at a location and time to be determined in the solicitation. Please do not submit request for plans and specifications as they will be listed in the upcoming solicitation. Project Description: The Tennessee Air National Guard, McGhee Tyson ANG Base, Louisville, TN has been tasked to solicit for and award a project for the renovation of an existing hanger. The 134 ARW requires fully functional aircraft maintenance facilities to support repair and maintenance activities associated with fuel cell systems for all assigned aircraft. A hangar bay ventilation system is required to exhaust jet fuel fumes from inside the hangar bay to the building exterior during periods of aircraft open fuel tanks. Proper breathing air systems are required for maintenance personnel when working in confined cells of aircraft. The hangar bay doors shall be refurbished and are required to mechanically and manually slide properly, and provide adequate insulation properties when closed. Fire suppression systems shall have alarm/notification systems, electrical systems and structural features that meet the fire and safety criteria for fuel systems repair facilities. Operational emergency eyewash/shower with privacy enclosures to permit complete disrobing in the aircraft servicing area. Emergency eyewash/showers shall provide water through a thermostatic mixing valve. Changing areas, locker space, scrub sinks and personnel showers for both male and female personnel. Climatic control units shall provide adequate heating/cooling to support environmentally stable air for air purging, sealant cure and general repair. Sufficient grounding points are required throughout the facility. Electrical systems shall meet Class I, Division 1 and Division 2 as required by applicable Technical Orders. Office space, break room, support equipment/tool room and restrooms require climate control and positive pressure ventilation to prevent fumes and vapors from migrating from the aircraft repair area. Rooms shall be provided for tele-communications, utility/mechanical and fire protection systems. Proposed project will be a Firm Fixed Price contract. Your attention is directed to FAR CLAUSE 52.219-14 (c) (4) LIMITATIONS ON SUBCONTRACTING which states ""By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees"" applies to this project. The bid opening date is scheduled for on or about July 11, 2022.� Actual dates and times will be identified in the solicitation.� Interested offerors must be registered in SAM. Interested bidders/offerors must register with SAM.GOV before accessing the system. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on SAM.GOV. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with SAM.GOV must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the SAM.GOV home page and search for data.
