Disclaimer: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTICE: THIS PROCUREMENT WILL BE CONDUCTED USING A TIERED EVALUATION OF OFFERS. THE FOLLOWING PROCEDURES WILL BE UTILIZED: THIS IS A SMALL BUSINESS SET-ASIDE THAT WILL CONVERT TO FULL AND OPEN COMPETITION IF NO ACCEPTABLE OFFERS ARE RECEIVED FROM RESPONSIBLE, SMALL BUSINESS CONCERNS. FOR OFFERS TO BE CONSIDERED ACCEPTABLE, THEY MUST MEET ALL TECHNICAL REQUIREMENTS CONTAINED IN THE SOLICITATION AND BE competitive in terms of market prices, quality, and delivery. If ONLY ONE ACCEPTABLE OFFER IS RECEIVED FROM A RESPONSIBLE, SMALL BUSINESS CONCERN, THE CONTRACTING oFFICER WILL CONSIDER AWARDING DIRECTLY TO THAT FIRM, PRIOR TO THE DISSOLUTION OF THE SMALL BUSINESS SET-ASIDE. NO AMENDMENT WILL BE ISSUED TO CONVERT THE SOLICITATION TO FULL AND OPEN COMPETITION. IF THE SMALL BUSINESS SET-ASIDE IS DISSOLVED, THE GOVERNMENT WILL AWARD TO THE LARGE BUSINESS WHOSE OFFER IS MOST ADVANTAGEOUS TO THE GOVERNMENT, BASED ON THE REQUIREMENTS AND EVALUATION CRITERIA SET FORTH IN THIS SOLICITATION. ALL INTERESTED PARTIES ARE ENCOURAGED TO RESPOND, REGARDLESS OF BUSINESS SIZE; HOWEVER, THEY MUST DO SO AT THEIR OWN RISK, TAKING INTO ACCOUNT THAT THIS IS A SMALL BUSINESS SET-ASIDE first, AND FULL AND OPEN COMPETITION ONLY AFTER THE ABOVE CRITERIA IS NOT MET. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. For purposes of this acquisition, the associated NAICS code is 333511. The small business size standard is 500 employees. Contract Line Item (CLIN) Structure: The following is a list of contract line-item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 - 6� X 6� SQUARE TOOLING � Design & build a one (1) cavity 3 plate mold 16� x 12.� Mold base shall contain guided ejector system, hardened S-7 core and cavity inserts, and thermal insulator plates. Tool shall include transducer machining done. There shall be no transducers included. There shall be 3 sets of spare blank gate inserts supplied with the tool for future size changes. CLIN 0002 � Tensil Bar Type II Tooling � Design & build a standard two (2) cavity mold 20� x 10.� Standard mold base shall contain guided ejector system, hardened S-7 core and cavity inserts, and thermal insulator plates. Tool shall have machined cavities for transducers to be installed but no transducers shall be included. Tool shall be supplied with 3 spare sets of blank gate inserts for future use. Parts shall be edge gated. CLIN 0003 � Tensil Bar Type V Tooling � Design & build a two (2) cavity mold 8� x 5� MUD set. MUD set mold base shall contain guided ejector system, hardened S-7 core and cavity inserts. Tool shall have machined cavities for transducers to be installed but no transducers shall be included. Tool shall be supplied with 3 spare sets of blank gate inserts for future use. Parts shall be edge gated. CLIN 0004 � Tube Mold Side Gated Tooling � Design & build a four (4) cavity mud set 5� x 8.� MUD set shall contain guided ejector system, straight locks, hardened S-7 core and cavity inserts. Tool shall have machined cavities for transducers to be installed but no transducers shall be included. Gates shall be pinpoint and there shall be 2 gates per part to a runner around periphery of part. CLIN 0005 � Diaphragm Gated Tube Tooling � Design & build a four (4) cavity MUD set 5� x 8.� MUD set shall contain guided ejector system straight locks, hardened S-7 core and cavity inserts. Tool shall have machined cavities for transducers to be installed but no transducers shall be included. There shall be 3 sets of diaphragm gate inserts supplied with the tool for future size changes. CLIN 0006 � Notched/Un-notched IZOD Tooling � Design & build a two (2) cavity MUD set 5� x 8.� MUD set shall contain guided ejector system, hardened S-7 core and cavity inserts. Tool shall have machined cavities for transducers to be installed but no transducers shall be included. Parts shall be edge gated. There shall be a set of inserts included to change over from parting line notch vs. no notch. CLIN 0007 � Technical Guidance � Tool design consulting assistance, consulting/engineering for equipment and education. Design time and internal design time with technical experts. CLIN 0008 � Set up and sampling charge for all tools CLIN 0009 � Tool House 3D CAD Models � Tool house construction of 3D Models of all parts for Government Technical Point of Contact (TPOC) to approve before construction begins. CLIN 0010 � MUD Frame � Pre-hard #2 steel MUD Frame 2.5 hole, no SPRUE CLIN 0011 � Shipping and handling Specifications/Requirement: The Government requires a series of fabricated injection molds compatible with the Government-owned Nissei FNX110-18A Injection Molding Unit with the following minimum specifications:� All molds shall contain guided ejector system, hardened S-7 steel core and cavity inserts, straight locks (as necessary), and thermal insulator plates. All molds shall be machined to receive RJG pressure transducers. All molds shall be suitable for injection molding of commercially available grades of commodity polymers (polycarbonate, acrylonitrile-butadiene-styrene, polypropylene, etc.), as well as high temperature engineering resins (polyphenyl sulfone, polyphenylene sulfide, polyether ether ketone, high temperature nylons). All molds shall be durable to use with moderate to high loadings of modifiers and fillers, such as glass fiber, minerals (alumina, blanc fixe, titanium dioxide (TiO2), inorganic pigments), and organics (carbon fiber, cellulose, organic pigments). All molds shall be suitable to withstand melt temperatures upwards of 300-400oC and run at mold temps from 20-250oC for extended periods. Required Molds: Master Unit Die (MUD) Frame to allow use of MUD set dies.� 09/09 U Frame (UF) 321 Mold Base constructed of Pre-hard #2 Steel with a 2.5� hole and no sprue. The MUD set mold bases shall contain a guided ejector system, straight locks (as necessary), hardened S-7 core and cavity inserts, thermal insulator plates, be machined to receive RJG pressure transducers.� No transducers shall be supplied. Two (2) cavity 8� x 5� MUD set for Tensile Bar Type V, according to the below dimensions.� Parts shall be edge gated. Four (4) cavity 5� x 8� MUD set to produce a tube of dimensions outer diameter = 11.6mm, inner diameter = 9.6mm, length = 25mm.� Parts shall be side gated with two (2) pinpoint gates per part Four (4) cavity 5� x 8� MUD set to produce a tube of dimensions OD = 11.6mm, ID = 9.6mm, length = 25mm.� Parts shall be diaphragm gated. Two (2) cavity MUD set 5� x 8� to produce a standard IZOD impact specimen according to the dimensions diagrammed below.� Parts shall be edge gated.� Also included shall be a set of inserts to change from un-notched to notched IZOD impact specimens. Standard two (2) cavity mold 20� x 8� for Tensile Bar Type II according to the below dimensions.� Parts shall be edge gated. One (1) cavity, 3-plate mold 16� x 12� for square plaque 6� x 6� x 1mm ASTM D638 Tensile Bar Specifications - see attachment Izod Notched and Un-Notched Test Bar Specifications - see attachment Delivery: Delivery shall be made to US Army Research Laboratory, Logistics Warehouse, Building 321, 6375 Johnson Road Aberdeen Proving Ground, MD 21005. Delivery twelve (12) weeks after receipt of award (ARO). Acceptance shall be performed at Destination. The FOB point is Destination. Clauses: The provision at 52.212-1, Instructions to Offerors � Commercial, applies to this acquisition.� The following addenda have been attached to this provision: In addition to the requirements set for the in FAR 52.212-1, all offers responding to this solicitation must provide their business size in relation to the NAICS code contained in this solicitation and shall identify any socioeconomic categories to which they belong. Evaluation Criteria - The specific evaluation criteria to be used are as follows:� In accordance with FAR 13.106-2(b)(3), comparative evaluation procedures will be utilized. Comparative evaluation is the comparison of all offers received in response to this solicitation against each other. An item-by-item comparison of each offer to one another will be performed to determine which offer provides the most benefit to the Government. �Award will be made to the offer that is most advantageous to the Government. The Government may award to the lowest priced offeror that meets the Government�s minimum requirements; however, the Government reserves the right to award to a higher priced offeror exceeding the minimum requirements if it is most advantageous to the Government. In order to be considered for award, an offer must meet the Government�s minimum technical requirement contained in this solicitation.
