Request for Information (RFI) Requiring Activity Name: Walter Reed Army Institute of Research (WRAIR), Wound Infections Department (WID) Subject: Protein Synthesis This This Request for Information (RFI)/Sources Sought (SS) Notice is for market research, information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of Walter Reed Army Institute of Research (WRAIR) or the US Army Medical Research Acquisition Activity (USAMRAA).� This market research is seeking sources only that have the knowledge and capabilities to provide the technical expertise and support services necessary to perform protein expression and purification, enzyme assays, and bacterial growth inhibition assays in support of the Wound Infections Department, Bacterial Diseases Branch. The NAICS code for this requirement is 541711 �Research and Development in Biotechnology)�. Only capability statements and/or fact sheets will be accepted. DISCLAIMER: This RFI is NOT a Request for Proposals (RFP) or a Request for Quotations (RFQ); This RFI is issued solely for information and planning purposes and does not constitute a solicitation.� Responses to the RFI will not be returned. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No Contract will be awarded from this announcement.� No reimbursement will be made of any costs to provide information in response to this announcement or any follow up information requests.� Responders are solely responsible for all expense associated with responding to this RFI. Availability of any formal solicitation will be announced under a separate announcement. All information received in response to this RFI will be treated as business confidential information.� Submitters should properly mark their responses if the information is confidential.� All information received in response to this RFI that is marked Proprietary will be handled accordingly. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. RFI Response and due date: 13 May 2022 at 11:00 a.m. The Wound Infections Department (WID) within the Bacterial Diseases Branch at WRAIR conducts research to defeat combat-related wound infections. WID conducts requirements-driven programmatic research using a multi-disciplinary approach to characterize wound pathogenesis and develop novel antimicrobial countermeasures for wound infections of Service Members. The WID includes the WRAIR X-ray Crystallography Center, which provides structure-based drug design services to WRAIR, DoD labs, industry, and academic collaborators to support the development of therapeutic and prophylactic countermeasures against bacteria, parasites, and viruses. Scope:� This procurement is for the technical expertise and support services necessary to perform protein expression and purification, enzyme assays, and bacterial growth inhibition assays in support of the WID, Bacterial Diseases Branch. The contractor shall secure the provisions necessary to meet WID objectives and perform the tasks described in the Performance Work Statement. To meet the objectives, the contractor shall express and purify protein for crystallization experiments, perform enzyme assays with compounds, and perform bacterial growth inhibition assays for antibacterial development. Location, Site General Requirements: The contractor shall work off-site, at the contractor�s location. Overall Objectives: To support WID therapeutic development efforts, scientific and technical support for the purification and characterization of methylerythritol phosphate pathway (MEP) proteins towards development of antibacterials is required. The contractor shall express and purify protein for crystallization experiments, perform enzyme assays with compounds, and perform bacterial growth inhibition assays for antibacterial development. Specific Requirements: The Contractor shall, express and purify MEP pathway proteins in sufficient quantities for x-ray crystallography studies and structure-based drug design. The contractor shall deliver protein samples (> or = 0.5ml) at high concentration (> or = 10mg/ml) of 95% purity or greater for crystallization experiments and in vitro testing at least once a month or as requested by the COR. The Contractor shall, perform enzyme assays with compounds supplied by the WRAIR� and synthesized by the Contractor, to determine inhibition constants; perform bacterial growth inhibition assays and determine MICs with compounds supplied by the WRAIR, and synthesized by the Contractor; deliver data from enzyme and bacterial inhibition assays to the COR within seven (7) days of completing experiments. The contractor shall provide a monthly report detailing all work that supports this PWS by the 5th day of the month. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided via the Service Contract Reporting Application (SCRA), a secure data collection site.
