- This is a ""REQUEST FOR INFORMATION"" only. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. VISN 2 of the Department of Veterans Affairs, Veterans Health Administration has a requirement for third party construction management services (CM), Commissioning Agent services and ancillary construction support services (to include: Construction materials Inspection /Testing; Inspection/Testing for items such as concrete, welding, soils, applied fire proofing, pre cast concrete connections, masonry and steel decking; and CAD Support) to be performed as needed throughout the network. Facilities are located throughout New York and in downstate New Jersey. VISN 2 upstate facilities include medical centers located in Buffalo, Bath, Batavia, Canandaigua, Syracuse, and Albany. The downstate facilities include medical centers located in Manhattan, Brooklyn, Queens, Northport, Bronx, Montrose, Wappinger Falls, East Orange (NJ), and Lyons (NJ). VISN 2 has a robust capital program that involves a wide variety of design and construction projects at the locations identified above. This program involves both new construction projects, major infrastructure improvements and renovations of existing buildings. Some of the existing buildings are historic properties. The building types include federal office buildings, federal hospitals, clinics, laboratories, warehouses, and other types of real property. Projects can range from small remodeling or repair projects, up to multi-million-dollar major infrastructure improvements, new buildings or renovations of existing buildings. At any given time, the projects are in various stages of development from pre-planning through design, construction procurement, construction, and post-construction. The professional and technical services of CM and Commissioning Agent contractor are required to support the 25 VISN 2 planned capital construction projects over the next five years, as well as the possibility of other smaller construction projects requiring these services. The intent of this procurement is to establish multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to which the award of actual requirements is to be competed between contractors that have been awarded IDIQ contracts. Please note that it is not necessary for a vendor to be able to able to provide both Construction Management and Commissioning Agent services to be awarded an IDIQ contract under the proposed solicitation for this requirement. As stated previously VISN 2 locations have been divided into Upstate and Downstate locations, vendors will be able to submit quotes to support either or both groupings. The NAICS Code is 541330 Engineering Services with a Small Business size standard of $22.5 million. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by VISN2. This is not a solicitation.
