- The 6th Contracting Squadron, MacDill AFB, FL is seeking capabilities from Small Businesses, Small Disadvantaged (SDB), 8 (a), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), and Historically Underutilized Business Zone (HUBZone) under NAICS 561210 for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Civil Engineer Services at MacDIll AFB, Florida. Performance is expected to start on or around 1 April 2024. This is a Request for Information (RFI) Pursuant to FAR 15.209(c). Reference the following provision, FAR 52.215 -3, REQUEST FOR INFORMATION FOR PLANNING PURPOSES (OCT 1997). �(a)�The Government does not intend to award a contract on the basis of this�solicitation�or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection�31.205-18, Bid and proposal costs, of the Federal�Acquisition�Regulation. �(b)�Although ""proposal"" and ""offeror"" are used in this Request for Information, your response will be treated as information only. It�shall�not be used as a proposal. �(c)�This�solicitation�is issued for the purpose of conducting market research to gain industry input for informational and planning purposes and obtaining Statements of Interest as well as Capability Statements from small businesses that are capable of providing the various services identified below that are required for the future solicitation. The applicable North American Industry Classification System (NAICS) code is 561210 Facilities Support Services, is applicable to this requirement. The size standard is $41,500,000.00 The information requested by this RFI will be used within the Air Force to facilitate decision-making and will not be disclosed outside the agency. Please note: The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. Please provide a capabilities statement (LIMIT 5 PAGES, no small than size 10 font) which must address the following: 1. Company Information � a. Name, Business Address, Point of Contact, Telephone Number, E-mail Address, CAGE code, the SAM.gov Unique Entity ID, SAM.gov expiration date. b. Business Size in relation to the NAICS code size standard assigned to this acquisition, Past five-year average annual receipts, Number of Employees. c. Number of Years in Business. d. Socio-economic Status and (if not designated in SAM.gov) any associated documentation of such status, certification or approvals. e. Your intent regarding performing the requirement alone, or with other companies. If with other entities, describe the expected relationship or business structure (including number of entities), and identify major work areas that other entities will perform. 2. �A positive statement of your intention to submit a proposal for this solicitation as a prime contractor. 3. Company capabilities. Generally, required services include, but are not limited to: Operations:� Operations Management, Operations Engineering, Facility Systems, Heavy Repair and Infrastructure Systems, etc.� Engineering:� Programming, Planning, Real Property, Design, CADD/GIS, and Construction Management, etc.� Environmental:� Compliance, Natural & Cultural Resources, EIAP/NEPA, Pollution Prevention, Restoration/Installation Restoration Program, etc.� Emergency Management:� Base Readiness and Deployment Training, CBRNE, Emergency Response, Unit Deployment Manager, etc. Describe your Company�s (including any supporting entities) experience and capabilities to provide Civil Engineer Services and Functions a. to plan, program, design, construct, base facilities, and to provide minor and major facility repair. This includes providing programs and engineering services. b. to provide daily operation and maintenance of base facilities including, but not limited to, electrical, gas, water, sewer, HVAC distribution systems within and between facilities c. to provide fire protection and rescue, explosive ordinance, emergency management and environmental services�� 4. Compare such experience to the size, scope and complexity of the MacDill AFB, FL location. Briefly identify up to three (3) of the largest projects managed either as a prime contractor or as a subcontractor or in a teaming relationship, to include commercial business practices. 5. Identify Major Risks: Provide general information to identify any major risks anticipated. Outline risks, potential mitigators, and timelines for transition.
