- SINGLE SOURCE JUSTIFICATION FOR ACE-IDS WORKSTATION 1. Title of Procurement End of Life Purchase for 350 each of ASOS Controller Equipment Information Display System (ACE-IDS) workstation without two components.� These two components are 5th Generation Intel iCore Processor 96MPI3-2.4-4M10T and PCA-6028G2-00A1E Single Board Computer. 2. Nature of Procurement Action This is a Single Source procurement for an ASOS Controller Equipment Information Display System (ACE-IDS) workstation without two components.� These two components are 5th Generation Intel iCore Processor 96MPI3-2.4-4M10T and PCA-6028G2-00A1E Single Board Computer which were procured by the Government previously since they were at end of life. This procurement is to buy workstations which include remaining components. Description of Supplies/Services The Federal Aviation Administration (FAA) proposes to acquire, under single source to Advantech Corporation, a procurement request for workstations without two components.�� The FAA has previously procured the two end of life components and will use them to complete the workstation. 4. Authority Authority for single source procurement is provided by AMS policy section 3.2.2.4. 5. Rationale Supporting Use of a Single Source The components of ACE IDS workstation are COTS items at End of Life. The existing ACE-IDS workstations uses a chassis from Kontron, which is no longer available. These chassis are a specific frame size which must fit into the Air Traffic Controller console.� Research was done to select a chassis with form factor that matches the existing model with the least impact to operational facilities. Additionally, the ACE IDS workstation uses the Windows XP operating system.� This operating system is no longer supported by Microsoft.� Hardware which can run the Windows XP Operating System is now at end of life.� Extensive research was performed to find a workstation that would still support Windows XP.� This was found in the Advantech IPC-BTO workstation.� Once this was found, a prototype was purchased and extensive testing was performed to ensure that the workstation would be a form fit and function (FFF) replacement for the existing ACE IDS workstations.� No other vendor was found during this extensive research that had a workstation that could support the Windows XP system.� It is not economically feasible to change the ACE-IDS operating system to a currently available operating system.� This would involve a team of resources and several years to develop.� The support for the ACD-IDS workstations is at a critical junction as the AJW-L700 Group has determined that very limited stock posture exists to sustain that NAS item for a short period of time.� The IPC-BTO workstation contains two subcomponents, a Single Board Computer and Processor.� Advantech notified the Government that the manufacturer of these two subcomponents of the IPC-BTO workstation would not be available from Intel after September 2021.� Funding was not available to buy the entire workstation at that time, thus the Government purchased these end-of-life components at that time.� These components were purchased from Advantech since they were integrated components in the design of the IPC-BTO workstation and will be necessary to complete the IPC-BTO workstations. The Government does not have the system drawings and/or specifications available which would allow any other source to provide this item and ensure compatibility with the existing equipment for the National Airspace System (NAS). It would not be economically feasible to purchase drawings and/or specifications at this time. These parts do not modify or upgrade the performance of the equipment in any way. Advantech is the Original Equipment Manufacturer (OEM), and the specifications and drawings are proprietary to Advantech. Therefore, Advantech is the only source these parts can be acquired from. This search yielded Advantech as the only viable workstation since it must support Windows XP and use a same size chassis. Extensive work was done by AJW-143 to ensure compatibility with the existing ACE IDS workstations as a FFF replacement. 7. Other Facts Supporting Use of Single Source The components of existing ACE IDS workstation are COTS items at End of Life. The only vendor where these were found is Advantech. They are confirmed as the Single Source manufacturer for the workstation. Advantech holds rights to the drawings and specifications; thus the FAA does not have manufacturing drawings. The existing ACE-IDS workstations use a chassis from Kontron, which is no longer available. Research was done to select a chassis with form factor very close to the existing model with the least impact to operational facilities. Only one vendor could be found with a similar chassis.� Only one vendor could be found that still supports the Windows XP operating system.
