- The Great Lakes Acquisition Center, on behalf of the William S. Middleton Memorial Veterans Affairs Hospital, Madison, Wisconsin (Madison VAH), intends to negotiate a sole source contract with University of Wisconsin Hospitals & Clinics, Madison, WI, for Surgical Pathology, Transplant and Emergency Laboratory Testing Services. The anticipated period of performance will be July 1, 2022, through June 30, 2027. The contractor shall process frozen stat specimens and provide a report within 20 minutes. STAT processing and interpretation services are also required for other highly specialized tests related to the treatment of patients with cancer and other rare diseases. Services are required 24 hours per day, 7 days per week. Contractor is required to provide all transportation of specimens from Madison VAH to the testing laboratory. Contractor/subcontractor must have at least three years of experience in providing Surgical Pathology, Transplant and Emergency Clinical Laboratory Testing Services. All personnel performing services under the contract must meet and maintain the applicable personnel qualifications set forth under the Clinical Laboratory Improvement Amendments (CLIA) of 1988 regulations, the College of American Pathology (CAP) accreditation standards, or other accrediting organizations and State standards. To the best of our knowledge, University of Wisconsin Hospitals & Clinics is the only company that is able to meet the required turn-around-times required for these specimens. The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 Simplified Acquisition Procedures and is implemented by restricting competition on this procurement via FAR 13.106-1(b)(2). The NAICS code for this requirement is 621511. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it is capable of performing these services, the following information must be provided to the Contracting Officer: CV/Resume and licenses of proposed pathologists. Description of the company s background and capability of providing the required services above, as well as an explanation of how the required turn-around-time of 20 minutes will be met. Copy of contractor s/subcontractor s current CLIA Certificate. Copy of contractor s current Certificate of Liability Insurance, including Professional/Medical Liability. This information must be submitted via email to becky.cincotta@va.gov by 1:00 p.m. Central Time, Friday, May 13, 2022. Supporting documentation must be furnished with sufficient detail to demonstrate the contractor s ability to meet and comply with the above requirements. Responses received will be evaluated; however, a determination by the Government not to open the requirement to competition, based upon responses received, is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with University of Wisconsin Hospitals & Clinics.
