- Incumbent, Thomson Reuters EXIM Bank Washington, DC is providing a notice of intent to issue a solicitation to provide for Thomson Reuters CLEAR and WESTLAW EDGE.� This is a combined synopsis-solicitation for Simplified Procedures for Certain Commercial Products and Commercial Services items per FAR 13.5 procedures, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Award is intended as a competitive Open Market Purchase Order. In addition to submitting the attached Information Retrieval - Self-Assessment Checklist (as an attachment to this synopsis) and pricing to meet the identified requirements in their entirely, an offeror�s submission must include descriptive information regarding the proposed solution, with a brief narrative where applicable. Preferred existing technical information, brochures, marketing literature, etc., should be used when applicable. Interested vendors must be registered in the System for Award Management (SAM.gov) at https://sam.gov/content/home Solicitation Number: 22-0163_PR-22-02097-OGC-1 Statement of Work (SOW) BACKGROUND: The mission of the EXIM Research Center (Research & Information Services / RIS) is to support the work of EXIM employees working with exporters and other clientele. EXIM Research Center has a requirement for electronic access to two databases from Thomson Reuters:� Westlaw and CLEAR.� Westlaw is a database of US federal, civil, and state statutory laws, regulations, case opinions, administrative guidance, regulations, legislative materials, law reviews, treatises, and other reference material.� The CLEAR add-on allows easy searching of public records and other proprietary databases for use in fraud investigation.� Westlaw provides crucial legal reference and research materials and analytical support without which attorneys would be unable to propose, advise, and defend the Bank's position, assets, or public mission.� It includes extensive and unique searching, validation tools, cross references, topical indexing, and classification not matched by other systems.� Certain retrieval and legal validation functions cannot be performed by similar services or products.� CLEAR, an electronic interface for searching public records databases, was purchased for use in fraud investigation. Westlaw and CLEAR are fully integrated into EXIM workflows related to transactions, deals, administrative law, policy, recovery of assets and asset management.� It would cause undue hardship and disruption to EXIM to shift to a different vendor.� In addition, Thomson Reuters is a market leader in these areas. The databases are very easy to use, compared to offerings from competitors. SCOPE: Westlaw (using the Westlaw Edge platform) is deployed to 43 users, with ancillary funds permitting additional one-time downloads of documents.� 3 users shall have access to CLEAR for Government Fraud.� CLEAR allows searches of public records databases on a streamlined, easy-to-use platform. Legal and legislative sources, features and services on Westlaw include: Federal Register and court cases Legislative documents, ex. history of sections of public laws Timely and up-to-date inclusion of new laws & can check to see if a law is still �good law� US Code, US Code Annotated with access to historical versions Code comparison feature Congressional hearings Abundant law reviews, handbooks and treatises Williston on Contracts American Law Reports West Attorney helpline Proprietary citator: KeyCite Practical Law, a subject guide for attorneys Supports both Boolean and natural language searching Westlaw Court Express (dockets) Uniform laws annotated SPECIFIC TASKS: Task 1.� Provide access to the Westlaw Edge platform to EXIM 43 users as provided after award, including ancillary funding (RIS / Research Center users only) for additional documents, when needed. Task 2.� Provide access to CLEAR for RIS and two users in the Asset Recovery group. Task 3.� Provide access to training and assistance from West Reference Attorneys as required. DELIVERABLES AND DELIVERY SCHEDULE: Delivery of database access is expected via IP recognition (or other method agreeable to EXIM and accessible by way of the Internet) per the subsequent performance periods within the solicitation. 6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION: None. 7. PLACE OF PERFORMANCE: Compilation of data is not required to be done at a specific place of performance. EXIM shall be able to access data platforms provided by the contractor on the Internet.� Platforms/data shall be made available to EXIM by IP recognition. 8. PERIOD OF PERFORMANCE: Identified within solicitation for 5 years, a base period, plus four twelve-month option periods. 9. SECURITY: URLs, usernames and passwords shall be provided to EXIM upon request.� Contractor shall secure their data and computers. EXIM business is confidential; contractor shall keep EXIM queries and interests private.
