Description
3 Intent to Sole Source This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) and 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand-name descriptions. The Department of Veterans Affairs VISN 1 New England has a requirement for a Wireless Capsule Endoscopy for the Department of Veterans Affairs located at 215 n Main Street, White River Junction Vermont 05001. The Government intends to award a firm-fixed-price sole source contract to Coviden Sales LLC , Gastrointestinal Operating Unit 3555 Koger Boulevard Suite 200 Duluth, GA 30096. The vendor is the original equipment manufacturer (OEM) and sole distributor within the United States of America. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government s intent to award on a sole source basis the required supplies. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This notice will close on May 13 2022 at 11:00 AM Eastern Standard Time (EST). STATEMENT OF WORK GENERAL INFORMATION TRANSACTION #405-22-3-7821-0158 1. Title of Project: Wireless Capsule Endoscopy 2. Scope of Work: Capsule endoscopy will be offered locally to both outpatients and inpatients at WRJ. In addition, through a proposed VISN1 interfacility agreement, WRJ will have the ability to read capsule endoscopy exams online (within the VA firewall) that are physically performed at other VISN1 facilities, who do not have providers trained to interpret these exams. This agreement will allow interfacility cooperation and a reduction in services sent outside the VA. 3. Background: Capsule endoscopy is composed of an ingestible camera that takes the equivalent of a digital video of the small bowel as the capsule traverses the GI tract. These images are transferred to a receiver worn on a belt by the patient for the duration of the exam (typically 8 to 10 hours). The receiver is returned to the medical team at the completion of the study and the images are uploaded to a computer so the video can be viewed. The capsule itself is disposable and passes through the GI tract without need for retrieval. Capsule endoscopy is a frequently used technology (estimated > 30 times a year at WRJ alone) for the evaluation of GI bleeding as well as evaluation for other small bowel diseases. The ability to perform this exam at WRJ will greatly benefit the patients served at WRJ as well as offer significant cost savings relative to the cost of having these exams performed in the community. 4. Performance Period: NA 5. Type of Contract: Open Market 6. Access to sensitive VA information: The video files generated for a capsule endoscopy exam will be uploaded to a VA computer through a docking station and maintained within the VA firewall. The software used to generate a procedure report is VA approved. B. CONTRACT AWARD MEETING NA C. GENERAL REQUIREMENTS The vendor will provide as specified. No additional requirements for these units. D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES: The VA approved capsule endoscopy software, which allows viewing of endoscopic images as well as generation of a procedure report, will be uploaded to a VA owned/maintained computer. The docking station purchased with the system will be attached to the above computer to allow The receiver belt to interface with the computer for image upload. E. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO.
