- This is not a solicitation/request for quote. Please see attached Brand Name Justification.�This notice fulfills the posting requirements of FAR 16.505(b)(2)(ii)(D). This requirement is to procure new commercial brand name VMware software licenses and maintenance in order to meet and sustain security requirements on the USCG network. Through this procurement, the USCG receives new licenses to allow for continued growth of the network, and the maintenance will provide technical support, security patch updates, and software release updates. The software licenses and maintenance will be utilized for a period of 12-months. VMware software is proprietary and is currently untilized on C5ISC - Kearneysville systems and various units within its current configuration to maintain the required functionality requirements per the mandatory Defense information Systems Agency (DISA) Security Technical Implementation Guide (STIG) and USCG Cybersecurity Manual 5500.13E. The new VMware licenses must be purchased in order to remain in licensing compliance and the continued software licensed maintenance support ensures C5ISC - Kearneysville and various unit networks receives the necessary maintenance support for updates and patches for the safety from security threats. The new licenses are also necessary to ensure C5ISC - Kearneysville can continue to meet the change management and configuration management mandates for all components that reside within its boundaries. Without the new licenses and maintenance the USCG will not meet the DISA requirements. Further, this will result in failing to update or patch existing USCG owned software which will expose systems to cyber security threats and result in disconnection from the USCG network causing system shutdown in accordance with the Federal Information Security Management Act of 2002 (44 U.S.C. 3541) and the Department of Defense Cyber Security Discipline Implementation Plan October 2015. No other brand can provide this proprietary software licenses and updates. Only an authorized and certified reseller and service provider of VMware software will be able to provide these brand name licenses and support.
